Our defence manufacturing was very powerful even during the period of servitude and immediately after independence. Weapons made in India played a big role in the Second World War. Although this strength of ours kept on weakening in the later years, it shows that there was never a shortage of capacity in India then and there is no shortage even now.

The basic principle of security is that you should have your own customized and unique system, only then it will help you. If 10 countries have the same type of defence equipment, then your armies will have no uniqueness. There can be uniqueness and surprise elements only if the equipment are developed in your own country.

This year's budget has a blueprint for developing a vibrant ecosystem from research, design and development to manufacturing (defence equipment) within the country. About 70 percent of the defence budget has been earmarked for the domestic industry only. So far, the Defence Ministry has released the Positive Indigenization List of more than 200 defence platforms and equipment. Since the announcement of this list, contracts worth Rs 54,000 crore have been signed for domestic procurement. Apart from this, the procurement process related to equipment worth more than Rs 4.5 lakh crore is also in various stages. Very soon, the third list will be out. This shows how we are supporting defence manufacturing in the country itself.

When we import weapons, its process is so long that many of them become outdated by the time they reach our security forces. Its solution also lies in the AatmaNirbhar Bharat campaign and Make in India. I would also appreciate the armed forces of the country for making very important decisions, keeping in mind the importance of India's self-reliance in the defence sector. The confidence and pride of our defence forces swell high when they have indigenous equipment. We should also understand the feelings of the soldiers posted on the border. I remember I once had the opportunity to chat with jawans at the Wagah border when I was not in any corridor of power and was working for my party in Punjab. During the discussion, the soldiers posted there told me one thing which touched my heart. They told me that the gate of India on the Wagah border was slightly smaller than the gate of our enemy. Our gate should also be bigger and our flag should be higher than (our enemy). This is the spirit of our jawans. Our soldiers remain on the border with this feeling. They feel proud about things made in India. Therefore, our defence equipment should be according to the feelings of our soldiers. We can do this only when we become self-reliant.

There has been a change in the way the wars were fought in earlier times and now. Earlier, it used to take decades to modify the equipment of war, but today modification happens in no time. It hardly takes time for the weapons to become outdated now. The modern technology-based weapons become outdated even more quickly. The strength of India's IT is our great potential. The more we use this power in our defence sector, the more assured we will be in our security. For example, cyber security! Now it too has become a weapon of war and is not limited to just digital activity. It has become a matter of national security.

You are aware of the competition that exists in the defence sector. There used to be various allegations while procuring arms and equipment from foreign-based companies. I don't want to go deep into it. But it is true that every purchase was mired in controversy. Due to the competition between different manufacturers, there is a continuous campaign to degrade the products of rivals. As a result, confusion and apprehensions arise and there is room for corruption. A lot of confusion is created regarding weapons whether they are good or bad, useful for us or not. It is done in a planned way. It is part of the battle in the corporate world. We get solutions to many such problems from the AatmaNirbhar Bharat campaign.

Our ordnance factories are a great example of the results that follow when we move forward with complete sincerity. Our Defence Secretary has also mentioned it. Prior to last year, we created seven new Defence Public Undertakings. Today their business is expanding rapidly, reaching new markets and getting export orders as well. It is also very pleasant that we have increased defence exports by six times in the last five-six years. Today we are providing Made-in-India defence equipment and services to more than 75 countries. As a result of the government's encouragement to the Make in India, more than 350 new industrial licenses have been issued for defence manufacturing in the last seven years, whereas in the 14 years from 2001 to 2014, only 200 licenses were issued.

Twenty-five percent of the Defence R&D budget has been set aside for industry, start-ups and academia so that the private sector should also come on par with DRDO and defence PSUs. A Special Purpose Vehicle Model has also been proposed in the budget. This will establish the role of the private industry as a partner beyond just a vendor or supplier. We have also created new possibilities for the private sector in the space and drone sectors. The defence corridors of Uttar Pradesh and Tamil Nadu and their integration with the PM GatiShakti National Master Plan will give much-needed strength to the country's defence sector.

A transparent, time-bound, pragmatic and fair system of trial, testing and certification is vital to the growth of vibrant defence industry. Therefore, an independent system can prove useful in solving problems. This will also help in building the required skill-set in the country.

The country has high hopes on you. I am sure that this discussion will open new avenues for self-reliance in the defence sector. Today I want to hear from all the stakeholders rather than give a long speech. This day is for you. You come up with practical solutions and let us know. The budget has been decided, it will be implemented from April 1, and therefore, we have this entire month to prepare. Let us move fast to implement the budget proposals from April 1. This is the purpose behind the exercise of preponing the budget by a month so that all the departments and stakeholders get full opportunity to prepare for the Public-Private Partnership model before the implementation of the budget and our time is not wasted. I urge you all that this is an act of patriotism and this is for the service to the nation. Think of profits later; concentrate first on how to make the country strong. I am happy that our three wings of the army are taking full initiative in this regard with great enthusiasm and providing encouragement. Our private sector should not lose this opportunity. I once again invite you.

My dear countrymen, Namaskar!

In the past days, we all have witnessed both the strength and patience of our country. First of all, on behalf of the people of India, I salute the valiant forces of India, the armed forces, our intelligence agencies, and our scientists. Our brave soldiers displayed immense courage to achieve the objectives of Operation Sindoor. I pay tribute to their bravery, courage and valour. I dedicate this valour to every mother, every sister and every daughter of the country.

The barbarity displayed by terrorists in Pahalgam on April 22 had shocked the entire country and the world. The merciless killing of innocent citizens in front of their family and their children on the basis of their religion was a very gruesome face of terror and cruelty. This was also a disgusting attempt to break the harmony and unity of the country. For me personally this was very painful. After this terrorist attack, the entire nation, every citizen, every community, every class, every political party, unitedly stood up for strong action against terrorism. We gave full freedom to the Indian forces to wipe out the terrorists. And today every terrorist, every terror organisation knows the consequence of wiping out the Sindoor of our sisters and daughters.

Operation Sindoor is not just a name but it's a reflection of the feelings of millions of people of the country. Operation ‘Sindoor’ is our unwavering commitment to justice. Late night of 6th May and in the early morning of 7th May, the whole world saw this pledge turn into reality. Indian forces attacked terror hideouts in Pakistan and their training centers with precision. The terrorists had never imagined that India could take such a big decision. But when the country is united, endowed with the spirit of Nation First and national interest is paramount, then strong decisions are taken and results are achieved.

When India's missiles and drones attacked terrorist bases in Pakistan, not only the buildings of terrorist organizations but their courage also was shaken badly. Terrorist bases, like Bahawalpur and Muridke are universities of global terrorism. The big terrorist attacks of the world, be it 9/11, be it London Tube bombings, or the big terrorist attacks which have happened in India in the last many decades their roots are somehow connected to these terrorist hideouts. The terrorists had wiped out the Sindoor of our sisters and India responded by destroying their terrorist headquarters. More than 100 dreaded terrorists have been killed in these attacks by India. Many terrorist leaders were roaming freely in Pakistan for the last two and a half to three decades who used to conspire against India. India killed them in one stroke.

Friends,

Pakistan was deeply disappointed and frustrated by this action of India. It was bewildered and in this bewilderment it did another cowardly act. Instead of supporting India's strike against terrorism, Pakistan started attacking India itself. Pakistan targeted our schools, colleges, Gurudwaras, temples and houses of civilians. Pakistan targeted our military base. But in this act Pakistan itself got exposed. The world saw how Pakistan's drones and missiles fell like straws in front of India. India's strong air defense system destroyed them in the sky itself. Pakistan had prepared for an attack on the border, but India struck at the heart of Pakistan. India's drones and missiles attacked with precision. They damaged those airbases of the Pakistani Air Forces, of which Pakistan was very proud. India caused heavy damage to Pakistan in the first three days itself, which it had never imagined. That's why after India's aggressive action, Pakistan started looking for ways to escape. Pakistan was pleading to the world to ease tensions. And after suffering heavy losses, Pakistan's army contacted our DGMO on the afternoon of 10th May. By then we had destroyed the infrastructure of terrorism on a large scale. The terrorists were eliminated. We had destroyed the terror camps established in the heart of Pakistan. Therefore, when Pakistan appealed and said that it will not indulge in any sort of terror activities or military audacity further, India considered it. And I am repeating again, we have just suspended our retaliatory action against Pakistan's terror and military camps. In the coming days we will measure every step of Pakistan on the criterion that what sort of attitude Pakistan will adopt ahead.

India's three forces,our Air Force, our Army and our Navy, our Border Security Force- BSF, India's paramilitary forces, are constantly on alert. After the surgical strike and air strike, now Operation Sindoor is India's policy against terrorism. Operation Sindoor has carved out a new benchmark in our fight against terrorism and has set up a new parameter and new normal.

First, If there is a terrorist attack on India, a fitting reply will be given.

We will give a befitting response on our terms only. We will take strict action at every place from where the roots of terrorism emerge.

Secondly, India will not tolerate any nuclear blackmail. India will strike precisely and decisively at the terrorist hideouts developing under the cover of nuclear blackmail.

Thirdly, we will not differentiate between the government sponsoring terrorism and the masterminds of terrorism. During Operation Sindoor the world has again seen the ugly face of Pakistan, when top Pakistani army officers came to bid farewell to the slain terrorists. This is strong evidence of state-sponsored terrorism.We will continue to take decisive steps to protect India and our citizens from any threat.

We have defeated Pakistan every time on the battlefield. And this time Operation Sindoor has added a new dimension. We have displayed our capabilities in the deserts and mountains and also proved our superiority in New Age Warfare. During this operation the authenticity of our Made in India weapons were also proven. Today the world is witnessing that in 21st century warfare the time has come for Made in India defense equipment.

Our greatest strength is our unity against all forms of terrorism. This is certainly not the era of war but this is also not the era of terrorism. Zero tolerance against terrorism is the guarantee for a better world.

The way the Pakistani army, Pakistan government are encouraging terrorism, it will destroy Pakistan one day. If Pakistan wants to survive, it will have to destroy its terror infrastructure. There is no other way to peace. India's stand is very clear... Terror and talks cannot go together... Terror and trade cannot go together…. Water and blood cannot flow together.

Today, I would also like to tell the global community that our stated policy has been: if there are talks with Pakistan, it will be only on terrorism; and if there are talks with Pakistan, it will be only on Pakistan-occupied Kashmir (PoK).

Dear countrymen,

Today is Buddha Purnima. Lord Buddha has shown us the path of peace. The path of peace also goes through power. Humanity should move towards peace and prosperity. Every Indian should be able to live in peace, and can fulfill the dream of Viksit Bharat (Developed India). For this, it is very necessary for India to be powerful. And it is also necessary to use this power when required. And in the last few days, India has done just that.

Once again, I salute the Indian Army and Armed forces. I bow to the courage of every Indian, to the oath and resolve of unity of the people of India.
