Viksit Bharat, path to getting rid of all difficulties: PM Modi

“Beneficiaries need not run around the government. The government must reach out to the beneficiaries instead”
“Viksit Bharat Sankalp Yatra is an examination for me. I want to hear from the people if desired results have been achieved”
“Successful schemes create a sense of ownership among the citizens”
“Once the seeds of Viksit Bharat are sown, the result of the next 25 years will be reaped by our future generations”
“Viksit Bharat, path to getting rid of all difficulties”

People across the country, involved in government, political, and social activities, are dedicating their time to make the ‘Viksit Bharat Sankalp Yatra' (Developed India Resolution Journey) successful. Therefore, as a Member of Parliament, it was my responsibility to also contribute my time to this program. So, today, I have come here just as a Member of Parliament and your ‘sevak’, ready to participate in this program, much like you.

In our country, governments have come and gone, numerous schemes have been formulated, discussions have taken place, and big promises have been made. However, my experience and observations led me to believe that the most critical aspect that requires attention is ensuring that the government's plans reach the intended beneficiaries without any hassles. If there is a ‘Pradhan Mantri Awas Yojana’ (Prime Minister's housing scheme), then those who are living in jhuggis and slums should get their houses. And he should not need to make rounds of the government offices for this purpose. The government should reach him. Since you have assigned this responsibility to me, about four crore families have got their ‘pucca’ houses. However, I have encountered cases where someone is left out of the government benefits. Therefore, I have decided to tour the country again, to listen to people's experiences with government schemes, to understand whether they received the intended benefits, and to ensure that the programs are reaching everyone as planned without paying any bribes. We will get the real picture if we visit them again. Therefore, this ‘Viksit Bharat Sankalp Yatra' is, in a way, my own examination. I want to hear from you and the people across the country whether what I envisioned and the work I have been doing aligns with reality and whether it has reached those for whom it was meant.

It is crucial to check whether the work that was supposed to happen has indeed taken place. I recently met some individuals who utilized the Ayushman card to get treatment for serious illnesses. One person met with a severe accident, and after using the card, he could afford the necessary operation, and now he is recovering well. When I asked him, he said: “How could I afford this treatment? Now that there is the Ayushman card, I mustered courage and underwent an operation. Now I am perfectly fine.” Such stories are blessings to me.

The bureaucrats, who prepare good schemes, expedite the paperwork and even allocate funds, also feel satisfied that 50 or 100 people who were supposed to get the funds have got it. The funds meant for a thousand villages have been released. But their job satisfaction peaks when they hear that their work has directly impacted someone's life positively. When they see the tangible results of their efforts, their enthusiasm multiplies. They feel satisfied. Therefore, ‘Viksit Bharat Sankalp Yatra' has had a positive impact on government officers. It has made them more enthusiastic about their work, especially when they witness the tangible benefits reaching the people. Officers now feel satisfied with their work, saying, "I made a good plan, I created a file, and the intended beneficiaries received the benefits." When they find that the money has reached a poor widow under the Jeevan Jyoti scheme and it was a great help to her during her crisis, they realise that they have done a good job. When a government officer listens to such stories, he feels very satisfied.

There are very few who understand the power and impact of the ‘Viksit Bharat Sankalp Yatra'. When I hear people connected to bureaucratic circles talking about it, expressing their satisfaction, it resonates with me. I've heard stories where someone suddenly received 2 lakh rupees after the death of her husband, and a sister mentioned how the arrival of gas in her home transformed her lives. The most significant aspect is when someone says that the line between rich and poor has vanished. While the slogan ‘Garibi Hatao’ (Remove Poverty) is one thing, but the real change happens when a person says, "As soon as the gas stove came to my house, the distinction between poverty and affluence disappeared."

It's incredible how the confidence of a person can soar when they say, "I have moved into a proper house." The impact is profound, not just on the individual but on their children as well. Previously, living in a makeshift dwelling, the children would feel embarrassed and lacked self-esteem. Now, with a solid home, their life is full of confidence. The real change is evident when you hear it from the beneficiary's own words. That's when you realize that a life has truly transformed.

It's amazing to see the enthusiasm of individuals like Gupta ji, who can't stop talking about the positive changes. When people receive benefits directly, whether it's 10,000 rupees from the bank or any other financial assistance, their confidence soars. Otherwise, they would suffer tremendously if they borrowed money from a moneylender. It's crucial for every citizen to feel a sense of ownership and pride in institutions like banks, railways, hospitals, and government offices. When this sense of ownership is instilled, the desire to contribute to the country is awakened. The efforts being made are like planting seeds. The seed signifies the acknowledgment that our parents faced difficulties, we faced challenges, but we don't want to force our children to endure hardships. No parent wishes for their children to face the same difficulties they went through. Even if they couldn't receive an education or faced hardships, parents don't want their children to be uneducated or face the same struggles. When people have access to information about these government schemes, they realize that now is the time to take action. When this mindset permeates the hearts of 1.4 billion people, the nation will undoubtedly move forward

The country gained independence through a united atmosphere across the nation. Some spun the charkha, and when asked why, they replied, "For freedom." Some left their education, shouting "Bharat Mata Ki Jai." They faced police batons and, when questioned about the reason for their sacrifice, they declared, "For the freedom of the country." Some served the elderly, and when asked, "What are you doing?" They replied, "Working for freedom." Some wore khadi and were asked, "Why are you doing this?" Their response was, "For freedom." Every person in Hindustan began to say, "I am working for freedom." Whether fasting or working hard, educating children, doing sanitation work, or driving a rickshaw, all were doing it for freedom. A fever of freedom gripped the nation, instilling confidence in every heart, leading to the departure of the British.

The country has risen. If all 140 crore citizens are filled with this spirit that now we have to lead the country forward; we cannot stay like this. Every life needs to change, every individual's power should be respected, and that power should be utilized to move the country forward. Once these seeds are sown in the minds, a prosperous Bharat will be established by 2047. Your children will start enjoying the fruits. The shade of this tree will be enjoyed by your children, and hence, every citizen should develop the mindset, determination, and if the mindset is developed, the goal is not far away.

‘Viksit Bharat Sankalp Yatra' is not the work of any political party. Those who engage in this work are doing a sacred task. They should understand that they are missing an opportunity by not participating in it. Although I am the Prime Minister of the country, I am very excited to be among you today, I am very happy that I have become a part of the ‘Viksit Bharat Sankalp Yatra’ today. I also feel satisfied that I have also done this work. Every one of you should do it. The ‘yatra’ which is going to the next village or city should be welcomed warmly. Everyone should come, everyone should listen to beneficiaries, everyone should come forward to benefit from the plans, and those who have benefited from the plans should share their success with confidence. Even sharing positive stories creates a good environment. And that is why I want that the ‘Viksit Bharat Sankalp Yatra’is a big dream, a big resolution and we have to fulfil this resolution with our own efforts.

I am delighted to have this opportunity to meet you and listen to your experiences. Everyone should make an effort to make this ‘yatra’ more successful. We should instil this spirit and confidence in the minds of the citizens. We have seen that when there is a lack of money at home, many things cannot be done, even if there is a desire. One feels like buying nice shirts for the children, but he can’t, because he does not have enough money. Just like it happens in a home, similarly it happens in a country. The country should also have money, if there is money then every citizen will fulfil his wishes. About four crore poor people have received homes, and those who have been left out are guaranteed by Modi that they will get it in the future. Those who have received an Ayushman card get free medicine. Those who needed a gas stove are getting it from the government. The government is providing subsidies for the gas stove. Why? Because, the government has now got the power to give! When Bharat becomes developed in 25 years, these troubles will not be there, and we will be free from difficulties.

And this path to freedom from difficulties is to fulfil the commitment of a ‘Viksit Bharat’. Therefore, I assure my fellow citizens of Kashi that as your ‘sevak’, as your Member of Parliament, I will work. With the blessings of Mahadev, I will never lag behind in the work for the country. May Mahadev's grace be upon all of us, and this ‘yatra’ should be very successful in our Kashi. There should be no laxity. Every member of a family should participate in the program. No one should be left behind in the ‘yatra’. Spend an hour or two, but become a part of the program. For this, I request all of you to help and strengthen the resolve of a ‘Viksit Bharat’. Thank you very much.

Namaskar!

Your Excellency President Irfan Ali,
Prime Minister Mark Philips,
Vice President Bharrat Jagdeo,
Former President Donald Ramotar,
Members of the Guyanese Cabinet,
Members of the Indo-Guyanese Community,

Ladies and Gentlemen,

Namaskar!

Seetaram !

I am delighted to be with all of you today.First of all, I want to thank President Irfan Ali for joining us.I am deeply touched by the love and affection given to me since my arrival.I thank President Ali for opening the doors of his home to me.

I thank his family for their warmth and kindness. The spirit of hospitality is at the heart of our culture. I could feel that, over the last two days. With President Ali and his grandmother, we also planted a tree. It is part of our initiative, "Ek Ped Maa Ke Naam", that is, "a tree for mother”. It was an emotional moment that I will always remember.

Friends,

I was deeply honoured to receive the ‘Order of Excellence’, the highest national award of Guyana. I thank the people of Guyana for this gesture. This is an honour of 1.4 billion Indians. It is the recognition of the 3 lakh strong Indo-Guyanese community and their contributions to the development of Guyana.

Friends,

I have great memories of visiting your wonderful country over two decades ago. At that time, I held no official position. I came to Guyana as a traveller, full of curiosity. Now, I have returned to this land of many rivers as the Prime Minister of India. A lot of things have changed between then and now. But the love and affection of my Guyanese brothers and sisters remains the same! My experience has reaffirmed - you can take an Indian out of India, but you cannot take India out of an Indian.

Friends,

Today, I visited the India Arrival Monument. It brings to life, the long and difficult journey of your ancestors nearly two centuries ago. They came from different parts of India. They brought with them different cultures, languages and traditions. Over time, they made this new land their home. Today, these languages, stories and traditions are part of the rich culture of Guyana.

I salute the spirit of the Indo-Guyanese community. You fought for freedom and democracy. You have worked to make Guyana one of the fastest growing economies. From humble beginnings you have risen to the top. Shri Cheddi Jagan used to say: "It matters not what a person is born, but who they choose to be.”He also lived these words. The son of a family of labourers, he went on to become a leader of global stature.

President Irfan Ali, Vice President Bharrat Jagdeo, former President Donald Ramotar, they are all Ambassadors of the Indo Guyanese community. Joseph Ruhomon, one of the earliest Indo-Guyanese intellectuals, Ramcharitar Lalla, one of the first Indo-Guyanese poets, Shana Yardan, the renowned woman poet, Many such Indo-Guyanese made an impact on academics and arts, music and medicine.

Friends,

Our commonalities provide a strong foundation to our friendship. Three things, in particular, connect India and Guyana deeply. Culture, cuisine and cricket! Just a couple of weeks ago, I am sure you all celebrated Diwali. And in a few months, when India celebrates Holi, Guyana will celebrate Phagwa.

This year, the Diwali was special as Ram Lalla returned to Ayodhya after 500 years. People in India remember that the holy water and shilas from Guyana were also sent to build the Ram Mandir in Ayodhya. Despite being oceans apart, your cultural connection with Mother India is strong.

I could feel this when I visited the Arya Samaj Monument and Saraswati Vidya Niketan School earlier today. Both India and Guyana are proud of our rich and diverse culture. We see diversity as something to be celebrated, not just accommodated. Our countries are showing how cultural diversity is our strength.

Friends,

Wherever people of India go, they take one important thing along with them. The food! The Indo-Guyanese community also has a unique food tradition which has both Indian and Guyanese elements. I am aware that Dhal Puri is popular here! The seven-curry meal that I had at President Ali’s home was delicious. It will remain a fond memory for me.

Friends,

The love for cricket also binds our nations strongly. It is not just a sport. It is a way of life, deeply embedded in our national identity. The Providence National Cricket Stadium in Guyana stands as a symbol of our friendship.

Kanhai, Kalicharan, Chanderpaul are all well-known names in India. Clive Lloyd and his team have been a favourite of many generations. Young players from this region also have a huge fan base in India. Some of these great cricketers are here with us today. Many of our cricket fans enjoyed the T-20 World Cup that you hosted this year.

Your cheers for the ‘Team in Blue’ at their match in Guyana could be heard even back home in India!

Friends,

This morning, I had the honour of addressing the Guyanese Parliament. Coming from the Mother of Democracy, I felt the spiritual connect with one of the most vibrant democracies in the Caribbean region. We have a shared history that binds us together. Common struggle against colonial rule, love for democratic values, And, respect for diversity.

We have a shared future that we want to create. Aspirations for growth and development, Commitment towards economy and ecology, And, belief in a just and inclusive world order.

Friends,

I know the people of Guyana are well-wishers of India. You would be closely watching the progress being made in India. India’s journey over the past decade has been one of scale, speed and sustainability.

In just 10 years, India has grown from the tenth largest economy to the fifth largest. And, soon, we will become the third-largest. Our youth have made us the third largest start-up ecosystem in the world. India is a global hub for e-commerce, AI, fintech, agriculture, technology and more.

We have reached Mars and the Moon. From highways to i-ways, airways to railways, we are building state of art infrastructure. We have a strong service sector. Now, we are also becoming stronger in manufacturing. India has become the second largest mobile manufacturer in the world.

Friends,

India’s growth has not only been inspirational but also inclusive. Our digital public infrastructure is empowering the poor. We opened over 500 million bank accounts for the people. We connected these bank accounts with digital identity and mobiles. Due to this, people receive assistance directly in their bank accounts. Ayushman Bharat is the world’s largest free health insurance scheme. It is benefiting over 500 million people.

We have built over 30 million homes for those in need. In just one decade, we have lifted 250 million people out of poverty. Even among the poor, our initiatives have benefited women the most. Millions of women are becoming grassroots entrepreneurs, generating jobs and opportunities.

Friends,

While all this massive growth was happening, we also focused on sustainability. In just a decade, our solar energy capacity grew 30-fold ! Can you imagine ?We have moved towards green mobility, with 20 percent ethanol blending in petrol.

At the international level too, we have played a central role in many initiatives to combat climate change. The International Solar Alliance, The Global Biofuels Alliance, The Coalition for Disaster Resilient Infrastructure, Many of these initiatives have a special focus on empowering the Global South.

We have also championed the International Big Cat Alliance. Guyana, with its majestic Jaguars, also stands to benefit from this.

Friends,

Last year, we had hosted President Irfaan Ali as the Chief Guest of the Pravasi Bhartiya Divas. We also received Prime Minister Mark Phillips and Vice President Bharrat Jagdeo in India. Together, we have worked to strengthen bilateral cooperation in many areas.

Today, we have agreed to widen the scope of our collaboration -from energy to enterprise,Ayurveda to agriculture, infrastructure to innovation, healthcare to human resources, anddata to development. Our partnership also holds significant value for the wider region. The second India-CARICOM summit held yesterday is testament to the same.

As members of the United Nations, we both believe in reformed multilateralism. As developing countries, we understand the power of the Global South. We seek strategic autonomy and support inclusive development. We prioritize sustainable development and climate justice. And, we continue to call for dialogue and diplomacy to address global crises.

Friends,

I always call our diaspora the Rashtradoots. An Ambassador is a Rajdoot, but for me you are all Rashtradoots. They are Ambassadors of Indian culture and values. It is said that no worldly pleasure can compare to the comfort of a mother’s lap.

You, the Indo-Guyanese community, are doubly blessed. You have Guyana as your motherland and Bharat Mata as your ancestral land. Today, when India is a land of opportunities, each one of you can play a bigger role in connecting our two countries.

Friends,

Bharat Ko Janiye Quiz has been launched. I call upon you to participate. Also encourage your friends from Guyana. It will be a good opportunity to understand India, its values, culture and diversity.

Friends,

Next year, from 13 January to 26 February, Maha Kumbh will be held at Prayagraj. I invite you to attend this gathering with families and friends. You can travel to Basti or Gonda, from where many of you came. You can also visit the Ram Temple at Ayodhya. There is another invite.

It is for the Pravasi Bharatiya Divas that will be held in Bhubaneshwar in January. If you come, you can also take the blessings of Mahaprabhu Jagannath in Puri. Now with so many events and invitations, I hope to see many of you in India soon. Once again, thank you all for the love and affection you have shown me.

Thank you.
Thank you very much.

And special thanks to my friend Ali. Thanks a lot.
