దేశ రాజధాని ఢిల్లీలోని కరియప్ప పరేడ్ గ్రౌండ్‌లో ఇవాళ నిర్వహించిన వార్షిక ‘నేషనల్ కేడెట్‌ కోర్‌ (ఎన్‌సిసి) పీఎం ర్యాలీ’లో ప్రధాని శ్రీ నరేంద్ర మోదీ ప్రసంగించారు. ఈ సందర్భంగా ఆయన ఓ సాంస్కృతిక కార్యక్రమాన్ని తిలకించడంతోపాటు ఉత్తమ కేడెట్లకు పురస్కార ప్రదానం చేశారు. ‘ఎన్‌సిసి దినోత్సవం’ నేపథ్యంలో సభికులందరికీ శుభాకాంక్షలు తెలుపుతూ- 18 మిత్రదేశాల నుంచి దాదాపు 150 మంది కేడెట్లు కూడా ఈ కార్యక్రమంలో పాల్గొంటున్నారని వారందరినీ స్వాగతిస్తున్నానని ప్రధాని పేర్కొన్నారు. అలాగే ‘మేరా యువ భారత్’ (మై భారత్) పోర్టల్ ద్వారా దేశం నలుమూలల నుంచి ఆన్‌లైన్‌లో పాల్గొన్న యువతను కూడా ఆయన అభినందించారు.

ఈ సందర్భంగా కొత్త నేర చట్టాల రూపకల్పన గురించి చర్చిస్తూ దేశంలో క్రిమినల్ న్యాయ వ్యవస్థలో ఈ చట్టాల రూపకల్పన ఒక విప్లవాత్మక అడుగు అని చెప్పారు. ‘‘పౌరులే ప్రథమం, ఆత్మగౌరవం ప్రథమం, న్యాయం ప్రథమం’’ అనే స్ఫూర్తితో ఈ న్యాయ చట్టాలను రూపొందించామని ఆయన నొక్కి చెప్పారు. పోలీసులు ఇప్పుడు ‘‘దందా’’ విధానంలో కాకుండా ‘‘డేటా’’ ఆధారంగా పని చేయాలని సూచించారు. సమాజంలోని విభిన్న వర్గాలకు కొత్త న్యాయ చట్టాల వెనుక గల భావోద్వేగపూరితమైన స్ఫూర్తిని తెలియచేసేందుకు పోలీసు చీఫ్ లు ఇప్పుడు ఆలోచనాత్మకంగా పని చేయాలని ప్రధానమంత్రి నొక్కి చెప్పారు. మహిళలు, బాలికలకు తమ హక్కుల గురించి, కొత్త నేర చట్టాల కింద వారికి గల రక్షణల గురించి తెలియచేయాలని ఆయన తెలిపారు. ‘‘కభీ భీ ఔర్ కహీ భీ’’ (ఏ సమయంలో అయినా ఎక్కడైనా) మహిళలు స్వేచ్ఛగా పని చేసేందుకు వీలుగా మహిళల భద్రతపై పోలీసులు దృష్టి పెట్టాలని ప్రధానమంత్రి నొక్కి చెప్పారు.
