My heartfelt greetings to all the 530 youths, the focus of this function, who are going to take up a new responsibility, all theofficers, guardians of the youngsters, guests and students present here at this function…

 Gujarat started its development journey in 1960. In so many years, this is the first instance that PSIs who are an important unit ofthe police force have their pass out parade in such a large number at once.It is also a matter of great pride that 68 of these 530PSIs are women. This is more than the total number of women in this type of pass out parades in the past 50 years, in a single parade.It has also been observed that there are highly qualified youngsters in a very large numbertoday who have accepted this field as a mission.Many are engineers, many are young men who have been awarded Doctorates, so many youngsters are Law graduates, there aremany such whowereteacher once, have come here by leaving that field. There are so many youngsters who were once on one or other posts in the Government and have come here by leaving that.Joining this field as a mission itself is a good sign for the Gujarat Police Force and I myself feel proud on this fact and I congratulate all of you, acclaim youfor selecting this field. Friends, there is a period of testing during the training. Sometimes there are also some moments whenit seems that why such hard workis for?As you are in the training from morning to evening, for months, it feels that it would be better if we get out from here as soon as possible. It is natural to have such feelings. But if the goal is to be achieved then no matterhowdifficultthe journey is, if we must positively cross it then only we can enjoy reaching the destination. Today it is the same joyous moment for all of you.

Friends, the upbringing provided here, is not to get a certificate, or a trophy or just to get a placement in any job, this type of training is to be lived for the whole life.And the one who makes whatever is achieved during the learning period a habit of life, only can succeed in the life.It is natural to be in the discipline here as it is in the system,it is natural towake up early as we are in a system. Bugle sounds in the morning, whistle sounds and it takes us into picketing. It is not difficult to mouldourselves while in a frame of any system.If someone asks us to stay in a room of 3x6, we cannotstay there and if someone forces us to stay therein for 48 hours, to be spent anyway, then it feels like a burden. But if there is a journey of 48 hours and the time to be spent in that small compartment of the trainthen we pass it very easily, because we know that I am within a system and only after 48 hours I can get off, so that you pass that time with positvity. Therefore getting through this one year period was not as difficult as it is going to be now when nobody would be there to ask you, nobody would be there to tell you to do exercise. Recall, remember allthe topics that you have observed, the legal nuances that you have understood and by linking up your mind with every incident… that such thing happened; what would I have done? Until and unless our mind does not constantly practice this function, we can not become successful in our profession.It is the biggest challenge to try to live the period of here for all the twenty four hours.I hope that all you youngsters, while steppingtowards a new opportunity of the life today, you will keep these things in mind that how it could be lived, how it could be a part of the life, how this training could be useful for the reformation of life, instead for any position.Therefore if this training becomes useful in this way, I believe that you would adorn your uniform. The name-plateon your shoulder is the prestige in its own. It does not only increase the grace of your shoulder, rather the mark on your shoulder reflects your responsibility towards this State.The shoulder is not to increase your own respect,it is to increase the respect of the State. And the one who understand the strength of this shoulder, the plate attached to the shoulder, the attached symbol, the name… all these have their own strength, there is a dignity, an honour associated with it and therefore your shoulder becomes the strength of the whole state.The whole life, the body and the soul have to be dedicated and then only the true life is made.

Friends, there is always a happiness of freedom in the school days and therefore, no matter how large the responsibility to be handled is, our mindisalso veryflexible and openwhile we are in pupilage. But when we take up the responsibility with the same upbringing, it becomes a hugeburden for us and this is an area where the atmosphere is the most stressful. You have to remain attentive every moment. You never know at what moment what will happen, where you will have to run, where you will have to rush! The Yoga that has beentaughtto youhere,ifbecomes apart ofyour lifein such situations, by becoming free from the stress, with peaceful mind, nomatter how manyhurdlescome, how many difficulties come, how intense situation is to be handled, if the mind is to be kept sound then you will make this Yoga education the part of your life, this is what I expect from you all.If youhavea smile onyourface, youcangetthe toughest work done very easily.Andhence, the human angle and the nicety of the education & training given here should never be forgotten and should always be given the priority.

Ladies & Gentlemen, youare entering asystem today from here.When you enter in a big pipeline from the one side, you will get out from the other side anyway, whether you wish or not. Though some people are such that once they enter in the system, they think that the time itself will take them forward. Friends, one who waits for the time, neither get anything from the life, nor can get satisfaction of giving anything to anybody in his life. Friends, I do not want you to consider this as your goal, take this as a resting place. You decide in your mind to go ahead and reach to the newer heights. For that, if you try to increase your strength, your knowledge, your skill and add your qualities, I am sure this will not remain only a halt for you. The time will not wait for you but you will have to find out the time and opportunity toreachhigher positions.No matter how difficult paths you have to pass through, walk through. No matter how many ordeals you have to clear, pass them but keep your goal higher by dreaming of going to the higher positions. Keep on crossing the stages one by one and if you go ahead with a resolution to achieve something new, then I am sure Friends, many of you can brighten their names in the whole India by becoming the pride of this State. This is my confidence, you rely on yourself, you can definitely move forward.

I feel very proud, when I was coming here to observe the passing out parade, I looked at some citizenshere and have felt that most of them were those families whose son, whosebrotheris participatingintheparade. I was looking at them. Kin of very common families are sitting here. They are not from any very high society.There aremanywidowedmothers, whosesonmay be standinggracefullyinthis uniformtoday.Whenwould thewidowedmotherhave thoughtthat mysoncanalso getthistype ofposition?The waythe systemis going throughtoday, no one can trust that the son of a widowed mother, to whom nobody even knows, but according to the system, because of the transparency, due to his caliber, he has reached up to here. Ladies & Gentlemen, the waywehave got this opportunity,wewill rememberthis thingfor the whole life that today my mother is glad because of the transparent system which helped me reach here. My brother is happy, my sister is happy, my father is happy, my mother is happy… my whole family is happy. Those who believe that the entry that I have got, the window that has been opened for me to reach this stage, the transparency which was there…had a great strength in it. If that transparency is the reason of the joy of my life, if that transparency is the reason of the happiness of my family, then it becomes my duty to follow this transparency throughout my life, so that Ican alsolead tothe happiness ofmany people. And therefore Friends, I would expect from you, I request you, I would urge… And whenyouhave taken an oathin the presence of God today, every single word of the oath has to be lived, Friends.The oath, is not merely a speech, the oath is not just empty words.Tricolourflag is the pride, praise and honour of our life. When we touch it, a new consciousness is infused in us.When you touch it in such a situation, the same consciousness is transmitted within you also.Youwill rememberthis momentlifetime. Many legends sacrificed for the pride of this tricolour flag. From 1857 to 1942, so manypeoplegavetheir lives andthenin the year '47,we could attain the honor and prideofthetricolorflag. Ladies & Gentlemen, the honour, which today we have got an opportunity to touch, how big it could become the strength of our life, how big an opportunity it could become to awaken the consciousness in our life. How the words of the oath become the determination of my life, instead of remaining just words, how the essence of the oath becomes the sense of my life and how can I try to live it every moment with remembrance ofthe God and then the value of the oath really increases. May your life moves ahead with the power of this oath, I wish you good luck for that.

The countryis fa gnewercrisis. There was a time, when the army used to battle, blood of the many was flowing and manymothers had to lose their sons! The time has changed. Today, the technology has taken place in the war. The situation of facing the bullets with outstretched chest is getting less.The victory or defeat of the nation may become possible despite this. New fields are opened now and so the issue of security in normal life has not remained the same. The technology has taken place in criminal activities. It has not remained the subject of a few crimes. Now the country has to combat against the problems of terrorism, naxalism, etc. Friends, there are more soldiers killed by the bullets of the terrorists than in the battle field. Today the naxalism has become a major cause to disruptthecountry’s development. There are so many such areas in this country, wherethe governmentbuilttheschoolandnaxalites blew it up. If hospital was built somewhere, the naxalites blew it too. So many people are being killed to cause the fire of discontent. Ladies & Gentlemen, whether it is terrorism or naxalism, we have to protect the life of innocent civilians by putting our life at risk. And Friends, until there is courage within, wecannotdeal withthat situation. And the courageisnotderived frombooks, the bead of courage is not recited, we have to prepare ourselves for that and when there is purity in the mind, there is determination in the mind, then there is nothing like fear remains in the mind. And therefore I want my every fellow to be fearless, intrepid. Thekey attributesoftheuniformmust befearlessnessandcourage. If he is not fearless and courageous, then perhaps he would be deterred out of fear and therefore Ladies & Gentlemen, youare goingtowardssuch a liability, where to exceedthe heightofthelife, to protect the common people, you will apply yourself.

We hear since our childhood that the police isthe friend of the people.I want to bringthischaracter and therefore we have started ‘Raksha Shakti University’. In that ‘Raksha Shakti University’. First of all wewant to train the personnel of the security forces, not for the job, but for the life. This job, this profession it has to be only a by-product, wewant to goin that direction. We want to use this also in the coming days. Iwas talkingtosome friends in the Government. You had one and a half years, in which youmust haveelivedon the tip ofthe sword, whatever you have learned here.Everyonewill noticeyouclosely, everything will be reported, evenyoursmallestmistakecanbecomea very big problem for you.In this one and a half year, youhave toprove yourself only by discipline.There areseveraltypes of methods for that.Iam thinking ofaddinga new methodto it.Iwill tellthe expertsofthis field to work on this and we may make some decision within a week. Every policeman who is prepared here gives training to the constables under him for at least 100 hours during his tenure of one and a half year. The training that he has been given here…100 hours, either four batches of 25 hours each or three batches of 30 hours each. Every day 5 to 8 or 5:30 to 8 in the morning, gives training to the constables.Teach them, whatever is learned here. A syllabus of 100 hours should be prepared.And you do that work so that whatever you have learned here, by teaching the same thing, it becomes more solid and the nature becomes more aggressive. Sometimes our focusisnot going onmany thingswhile learning. Often we clear the exams, but at the time of teaching, our attention goes to so many things and therefore I am thinking of adding one more responsibility of 100 hours in your tenure of one and a half years.And we will see that how manypercentof the constables whom you trained succeeds, on that basis we will decide that what you have achieved from here. Nothing from here is to be forgotten.

I am sure Friends,due to adding the youth like you to the system in such a large number at one time in the State, the Gujarat Police Force will get a new strength, we will be able to provide the common man a new sense of security, by becoming a fellow in their pleasures and pains and even the common men and women of Gujarat will feel secure by our mere presence.Our attitude should be such that our presence only can bring a peaceful night’s sleep. With this very expectation; I wish you all the best. I also wish your family on this day.Whenever we get a chance, we all keep on doing something together to repay the obligation of the society. You will get to see many things,besides the flora and fauna found in India in these paintings. These include a splendid painting of Taj Mahal which has been made by a 13 year old girl. You will be surprised to know that this Divyang girl has made this painting with her mouth. The most interesting thing is that the people who made these paintings are not from India but are students from Egypt. Just a few weeks ago, around 23 thousand students from Egypt participated in a painting competition. There, they had to prepare paintings depicting Indian culture and the historical relations between the two countries. I appreciate all the youth who participated in this competition. No amount of praise for their creativity would be enough.

there is a country in South America called Paraguay. The number of Indians living there would not be more than one thousand. A wonderful effort is being done in Paraguay. At the Indian Embassy there, Erica Huber offers Ayurved Consultation. These days, a large number of local people are reaching out to her to get Ayurved based advice. Do you know that a unique Olympic has started in our Bastar! Yes, a new revolution is coming into being in Bastar through the first Bastar Olympics. It is a matter of great joy for me that the dream of Bastar Olympics has come true. You will also be happy to know that this is taking place in the region which was once a witness to Maoist violence. The mascot of the Bastar Olympics is - ‘Wild Water Buffalo’ and ‘Hill Myna’. It reflects the rich culture of Bastar. The defining Mantra of this sports Mahakumbh is -

‘Karsay Ta Bastar Barsaye Ta Bastar’

i.e. ‘Bastar will play - Bastar will win’.

In the very first instance, one lakh 65 thousand players from 7 districts have participated in the Bastar Olympics. This is not just a statistic - it is the proud story of the resolve of our youth.

Athletics, Archery, Badminton, Football, Hockey, Weightlifting, Karate, Kabaddi, Kho-Kho and Volleyball - our youth have gloriously displayed their talent in every sport. Kari Kashyap ji’s story inspires me a lot. Kari ji, who hails from a small village, has won a silver medal in archery.

She says - “Bastar Olympics has given us not just a playground but an opportunity to move ahead in life”. What Payal Kawasi ji from Sukma says is no less inspiring. Payal ji, who won a gold medal in Javelin Throw, says - “With discipline and hard work, no goal is impossible”. The story of Punem Sanna ji from Dornapal in Sukma is an inspiring tale of New India. Punem ji, who was once under Naxal influence, is today winning medals by racing on a wheelchair. His courage and zeal is an inspiration for everyone. Archer Ranju Sori from Kodagaon has been chosen as the ‘Bastar youth icon’. She believes that Bastar Olympics is giving the youth from remote areas an opportunity to reach the national stage.

Bastar Olympics is not just a sports event. It is a platform where development and sports are merging together, where our youth are honing their talent and building a new Bharat. I urge all of you to:

Remember, sports not only lead to physical development, but is also a powerful medium to connect society with the sportsman spirit. So play well and bloom well. My dear countrymen, two big achievements of India are attracting the attention of the world today. You will also feel proud to hear about them.

Both these successes have been achieved in the field of health. The first achievement has been in the fight against malaria. Malaria has been a big challenge confronting humanity for four thousand years. Even at the time of Independence, it was one of our biggest health challenges. Malaria ranks third among all infectious diseases that kill children between one month and five years of age. Today, I can say with satisfaction that the countrymen have collectively, strongly fought this challenge. The report of the World Health Organization - WHO mentions - “In India, there has been an 80 percent reduction in the number of malaria cases and deaths due to it between 2015 & 2023.“ This is no mean achievement. The most heartening thing is that this success has been achieved through everyone’s participation. Everyone from every corner of India, from every district, became a part of this campaign. In the tea gardens of Jorhat in Assam, malaria used to be a major cause of concern for people until four years ago.

But when the tea garden dwellers united to eradicate it, they started getting success to a great extent. In this effort, they have made full use of technology as well as social media. Similarly, Kurukshetra district of Haryana has presented a very good model for controlling malaria. Here, public participation for monitoring Malaria has been quite successful. Through street plays and radio, emphasis was laid on messages which helped a lot in reducing the breeding of mosquitoes. It is only through such efforts across the country that we have been able to take the war against malaria forward more rapidly.

another example of what we can achieve with our awareness and determination is the fight against cancer. A study of the world-renowned Medical Journal Lancet indeed raises a lot of hope. According to this Journal, now the chances of starting cancer treatment on time in India have increased a lot. Timely treatment means starting the treatment of a cancer patient within 30 days and the ‘Ayushman Bharat Yojana’ has played a big role in this. Because of this scheme, 90 percent of cancer patients have been able to start their treatment on time. This has happened because earlier, due to lack of money, poor patients used to shy away from getting tested for cancer and its treatment. Now, the Ayushman Bharat Yojana has become a big support for them. Now they are coming forward to get themselves treated. The Ayushman Bharat Yojana has reduced the financial problems in cancer treatment to a great extent.

It is equally good that today, people have become more aware than ever before about timely treatment of cancer. This achievement is as much of our healthcare system, doctors, nurses and technical staff as it is of all of you, my citizen brothers and sisters. With everyone's efforts, the resolve to defeat cancer has become even stronger. The credit for this success goes to all those who have contributed significantly in spreading awareness.

There is only one mantra to fight cancer - Awareness, Action and Assurance. Awareness means awareness of cancer and its symptoms, Action means timely diagnosis and treatment, Assurance means the belief that every help is available for patients. Come, let us together take this fight against cancer forward rapidly and help as many patients as possible.

today I want to tell you about an effort in Kalahandi, Odisha, which is writing a new story of success despite a paucity of water and resources. This is the 'vegetable revolution' of Kalahandi. Where once farmers were forced to migrate; today, Golamunda block of Kalahandi has become a vegetable hub. How did this change come about? It started with a small group of just 10 farmers. This group together established an FPO - 'Kisan Utpad Sangh', started using modern technology in farming, and today their FPO is doing business worth crores. Today more than 200 farmers are associated with this FPO, including 45 women farmers.

Together, these people are cultivating tomatoes in 200 acres and bitter gourd in 150 acres. Now the annual turnover of this FPO has also risen to more than 1.5 crores. Today, vegetables from Kalahandi are reaching not only various districts of Odisha, but also other states, and the farmers there are now learning new techniques of potato and onion cultivation.
