ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਸਦਨ ਨੂੰ ਸੰਬੋਧਨ ਕਰਦੇ ਹੋਏ ਕਿਹਾ ਕਿ ਉਹ ਭਾਰਤ ਦੇ ਹਰੇਕ ਨਾਗਰਿਕ ਦੁਆਰਾ ਸਰਕਾਰ ‘ਤੇ ਵਾਰ-ਵਾਰ ਭਰੋਸਾ ਜਤਾਉਣ ਲਈ ਉਨ੍ਹਾਂ ਦੇ ਪ੍ਰਤੀ ਕੋਟੀ-ਕੋਟੀ ਆਭਾਰ ਵਿਅਕਤ ਕਰਨ ਆਏ ਹਨ। ਸ਼੍ਰੀ ਮੋਦੀ ਨੇ ਉਸ ਟਿੱਪਣੀ ਨੂੰ ਵੀ ਯਾਦ ਕੀਤਾ ਜਿਸ ਵਿੱਚ ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਸੀ ਕਿ ਇਹ ਸਰਕਾਰ ਦੇ ਲਈ ਫਲੌਰ ਟੈਸਟ ਨਹੀਂ ਹੈ ਬਲਕਿ ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਦੇ ਲਈ ਹੈ, ਜਿਨ੍ਹਾਂ ਨੇ 2018 ਵਿੱਚ ਇਸ ਨੂੰ ਸਦਨ ਵਿੱਚ ਪੇਸ਼ ਕੀਤਾ ਸੀ, ਜਦੋਂ ਵਿਰੋਧੀ ਧਿਰ ਅਵਿਸ਼ਵਾਸ ਪ੍ਰਸਤਾਵ ਲੈ ਕੇ ਆਈ ਸੀ।

ਸਾਥੀਓ, ਬਹੁਤ ਸਾਰੇ ਲੋਕ ਕਹਿੰਦੇ ਹਨ ਕਿ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਦੇ ਤੌਰ ’ਤੇ ਮੈਂ ਇਹ ਚੰਗਾ ਕੰਮ ਕੀਤਾ, ਉਹ ਵੱਡਾ ਕੰਮ ਕੀਤਾ। ‘ਮਨ ਕੀ ਬਾਤ’ ਦੇ ਕਿੰਨੇ ਹੀ ਸਰੋਤੇ ਆਪਣੀਆਂ ਚਿੱਠੀਆਂ ਵਿੱਚ ਬਹੁਤ ਸਾਰੀ ਸ਼ਲਾਘਾ ਕਰਦੇ ਹਨ। ਕੋਈ ਕਹਿੰਦਾ ਹੈ ਇਹ ਕੀਤਾ, ਕੋਈ ਕਹਿੰਦਾ ਹੈ ਉਹ ਕੀਤਾ, ਇਹ ਚੰਗਾ ਕੀਤਾ, ਇਹ ਜ਼ਿਆਦਾ ਚੰਗਾ ਕੀਤਾ, ਇਹ ਵਧੀਆ ਕੀਤਾ, ਲੇਕਿਨ ਮੈਂ ਜਦੋਂ ਭਾਰਤ ਦੇ ਆਮ ਲੋਕਾਂ ਦੇ ਯਤਨ, ਉਨ੍ਹਾਂ ਦੀ ਮਿਹਨਤ, ਉਨ੍ਹਾਂ ਦੀ ਇੱਛਾ ਸ਼ਕਤੀ ਨੂੰ ਦੇਖਦਾ ਹਾਂ ਤਾਂ ਖੁਦ ਆਪਣੇ ਆਪ ਗਦ-ਗਦ ਹੋ ਜਾਂਦਾ ਹਾਂ। ਵੱਡੇ ਤੋਂ ਵੱਡਾ ਲਕਸ਼ ਹੋਵੇ, ਮੁਸ਼ਕਿਲ ਤੋਂ ਮੁਸ਼ਕਿਲ ਚੁਣੌਤੀ ਹੋਵੇ, ਭਾਰਤ ਦੇ ਲੋਕਾਂ ਦਾ ਸਮੂਹਿਕ ਬਲ, ਸਮੂਹਿਕ ਸ਼ਕਤੀ ਹਰ ਚੁਣੌਤੀ ਨੂੰ ਹੱਲ ਕਰ ਲੈਂਦੀ ਹੈ। ਅਜੇ ਅਸੀਂ ਦੋ-ਤਿੰਨ ਦਿਨ ਪਹਿਲਾਂ ਦੇਖਿਆ ਕਿ ਦੇਸ਼ ਦੇ ਪੱਛਮੀ ਸਿਰੇ ’ਤੇ ਕਿੰਨਾ ਵੱਡਾ ਸਾਇਕਲੋਨ ਆਇਆ। ਤੇਜ਼ ਚਲਣ ਵਾਲੀਆਂ ਹਵਾਵਾਂ, ਤੇਜ਼ ਬਾਰਿਸ਼ ਸਾਇਕਲੋਨ ‘ਬਿਪਰਜੌਯ’ (Cyclone Biparjoy) ਨੇ ਕੱਛ ਵਿੱਚ ਕਿੰਨਾ ਕੁਝ ਤਹਿਸ-ਨਹਿਸ ਕਰ ਦਿੱਤਾ। ਲੇਕਿਨ ਕੱਛ ਦੇ ਲੋਕਾਂ ਨੇ ਜਿਸ ਹਿੰਮਤ ਤੇ ਤਿਆਰੀ ਨਾਲ ਇੰਨੇ ਖਤਰਨਾਕ ਸਾਇਕਲੋਨ ਦਾ ਮੁਕਾਬਲਾ ਕੀਤਾ, ਉਹ ਵੀ ਓਨਾ ਹੀ ਅਨੋਖਾ ਹੈ। ਦੋ ਦਿਨਾਂ ਬਾਅਦ ਹੀ ਕੱਛ ਦੇ ਲੋਕ ਆਪਣਾ ਨਵਾਂ ਸਾਲ ਯਾਨੀ ਆਸ਼ਾੜੀ ਬੀਜ ਮਨਾਉਣ ਵਾਲੇ ਹਨ। ਇਹ ਵੀ ਸੰਯੋਗ ਦੀ ਗੱਲ ਹੈ ਕਿ ਆਸ਼ਾੜੀ ਬੀਜ ਕੱਛ ਵਿੱਚ ਵਰਖਾ ਦੀ ਸ਼ੁਰੂਆਤ ਦਾ ਪ੍ਰਤੀਕ ਮੰਨਿਆ ਜਾਂਦਾ ਹੈ। ਮੈਂ ਇੰਨੇ ਸਾਲ ਕੱਛ ਆਉਂਦਾ-ਜਾਂਦਾ ਰਿਹਾ ਹਾਂ। ਉੱਥੋਂ ਦੇ ਲੋਕਾਂ ਦੀ ਸੇਵਾ ਕਰਨ ਦਾ ਮੈਨੂੰ ਸੁਭਾਗ ਵੀ ਮਿਲਿਆ ਹੈ, ਇਸ ਲਈ ਕੱਛ ਦੇ ਲੋਕਾਂ ਦਾ ਹੌਸਲਾ ਅਤੇ ਉਨ੍ਹਾਂ ਦੇ ਪੱਕੇ ਨਿਸ਼ਚੇ ਬਾਰੇ ਮੈਂ ਚੰਗੀ ਤਰ੍ਹਾਂ ਜਾਣਦਾ ਹਾਂ। ਦੋ ਦਹਾਕੇ ਪਹਿਲਾਂ ਦੇ ਵਿਨਾਸ਼ਕਾਰੀ ਭੁਚਾਲ ਤੋਂ ਬਾਅਦ ਇਸ ਕੱਛ ਦੇ ਬਾਰੇ ਕਿਹਾ ਜਾਂਦਾ ਸੀ, ਉਹ ਹੁਣ ਕਦੇ ਉੱਠ ਨਹੀਂ ਪਾਏਗਾ, ਅੱਜ ਉਹੀ ਜ਼ਿਲ੍ਹਾ ਦੇਸ਼ ਦੇ ਤੇਜ਼ੀ ਨਾਲ ਵਿਕਾਸ ਕਰਨ ਵਾਲੇ ਜ਼ਿਲ੍ਹਿਆਂ ’ਚੋਂ ਇੱਕ ਹੈ। ਮੈਨੂੰ ਵਿਸ਼ਵਾਸ ਹੈ ਸਾਇਕਲੋਨ ‘ਬਿਪਰਜੌਯ’ ਨੇ ਜੋ ਤਬਾਹੀ ਮਚਾਈ ਹੈ, ਉਸ ਤੋਂ ਵੀ ਕੱਛ ਦੇ ਲੋਕ ਬਹੁਤ ਤੇਜ਼ੀ ਨਾਲ ਉੱਭਰ ਜਾਣਗੇ।
