ਅੱਜ ਦਾ ਇਹ ਉਤਕਰਸ਼ ਸਮਾਰੋਹ ਸਚਮੁੱਚ ਵਿੱਚ ਉੱਤਮ ਹੈ ਅਤੇ ਇਸ ਬਾਤ ਦਾ ਪ੍ਰਮਾਣ ਹੈ ਜਦੋਂ ਸਰਕਾਰ ਇਮਾਨਦਾਰੀ ਨਾਲ, ਇੱਕ ਸੰਕਲਪ ਲੈ ਕੇ ਲਾਭਾਰਥੀ ਤੱਕ ਪਹੁੰਚਦੀ ਹੈ, ਤਾਂ ਕਿਤਨੇ ਸਾਰਥਕ ਪਰਿਣਾਮ ਮਿਲਦੇ ਹਨ। ਮੈਂ ਭਰੂਚ ਜ਼ਿਲ੍ਹਾ ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ, ਗੁਜਰਾਤ ਸਰਕਾਰ ਨੂੰ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਨਾਲ ਜੁੜੀਆਂ 4 ਯੋਜਨਾਵਾਂ ਦੀ ਸ਼ਤ–ਪ੍ਰਤੀਸ਼ਤ ਸੈਚੁਰੇਸ਼ਨ ਕਵਰੇਜ ਲਈ ਆਪ ਸਭ ਨੂੰ ਜਿਤਨੀ ਵਧਾਈ ਦੇਵਾਂ ਉਤਨੀ ਘੱਟ ਹੈ। ਆਪ ਸਭ ਅਨੇਕ-ਅਨੇਕ ਵਧਾਈ ਦੇ ਅਧਿਕਾਰੀ ਹੋ। ਹੁਣੇ ਮੈਂ ਜਦੋਂ ਇਨ੍ਹਾਂ ਯੋਜਨਾਵਾਂ ਦੇ ਲਾਭਾਰਥੀਆਂ ਨਾਲ ਬਾਤਚੀਤ ਕਰ ਰਿਹਾ ਸੀ, ਤਾਂ ਮੈਂ ਦੇਖ ਰਿਹਾ ਸੀ ਕਿ ਉਨ੍ਹਾਂ ਦੇ ਅੰਦਰ ਕਿਤਨਾ ਸੰਤੋਸ਼ ਹੈ, ਕਿਤਨਾ ਆਤਮਵਿਸ਼ਵਾਸ ਹੈ। ਮੁਸੀਬਤਾਂ ਨਾਲ ਮੁਕਾਬਲਾ ਕਰਨ ਵਿੱਚ ਜਦੋਂ ਸਰਕਾਰ ਦੀ ਛੋਟੀ ਜਿਹੀ ਵੀ ਮਦਦ ਮਿਲ ਜਾਵੇ, ਅਤੇ ਹੌਸਲਾ ਕਿਤਨਾ ਬੁਲੰਦ ਹੋ ਜਾਂਦਾ ਹੈ ਅਤੇ ਮੁਸੀਬਤ ਖ਼ੁਦ ਮਜਬੂਰ ਹੋ ਜਾਂਦੀਆਂ ਹਨ ਅਤੇ ਜੋ ਮੁਸੀਬਤ ਨੂੰ ਝੱਲਦਾ ਹੈ ਉਹ ਮਜ਼ਬੂਤ ਹੋ ਜਾਂਦਾ ਹੈ। ਇਹ ਅੱਜ ਮੈਂ ਆਪ ਸਭ ਦੇ ਨਾਲ ਬਾਤਚੀਤ ਕਰਕੇ ਅਨੁਭਵ ਕਰ ਰਿਹਾ ਸੀ। ਇਨ੍ਹਾਂ 4 ਯੋਜਨਾਵਾਂ ਵਿੱਚ ਜਿਨ੍ਹਾਂ ਵੀ ਭੈਣਾਂ ਨੂੰ, ਜਿਨ੍ਹਾਂ ਵੀ ਪਰਿਵਾਰਾਂ ਨੂੰ ਲਾਭ ਮਿਲਿਆ ਹੈ, ਉਹ ਮੇਰੇ ਆਦਿਵਾਸੀ ਸਮਾਜ ਦੇ ਭਾਈ–ਭੈਣ, ਮੇਰੇ ਦਲਿਤ-ਪਿਛੜੇ ਵਰਗ ਦੇ ਭਾਈ ਭੈਣ, ਮੇਰੇ ਅਲਪ-ਸੰਖਿਅਕ (ਘੱਟ-ਗਿਣਤੀ) ਸਮਾਜ ਦੇ ਭਾਈ–ਭੈਣ, ਅਕਸਰ ਅਸੀਂ ਦੇਖਦੇ ਹਾਂ ਕਿ ਜਾਣਕਾਰੀ ਦੇ ਅਭਾਵ ਵਿੱਚ ਅਨੇਕ ਲੋਕ ਯੋਜਨਾਵਾਂ ਦੇ ਲਾਭ ਤੋਂ ਵੰਚਿਤ ਰਹਿ ਜਾਂਦੇ ਹਨ। ਕਦੇ – ਕਦੇ ਤਾਂ ਯੋਜਨਾਵਾਂ ਕਾਗਜ਼ ਉੱਤੇ ਹੀ ਰਹਿ ਜਾਂਦੀਆਂ ਹਨ। ਕਦੇ–ਕਦੇ ਯੋਜਨਾਵਾਂ ਕੋਈ ਬੇਈਮਾਨ ਲੋਕ ਉਠਾ ਕੇ ਲੈ ਜਾਂਦੇ ਹਨ ਲਾਭ। ਲੇਕਿਨ ਜਦੋਂ ਇਰਾਦਾ ਹੋਵੇ, ਨੀਅਤ ਸਾਫ਼ ਹੋਵੇ, ਨੇਕੀ ਨਾਲ ਕੰਮ ਕਰਨ ਦਾ ਇਰਾਦਾ ਹੋਵੇ ਅਤੇ ਜਿਸ ਬਾਤ ਨੂੰ ਲੈ ਕੇ ਮੈਂ ਹਮੇਸ਼ਾ ਕੰਮ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰਦਾ ਹਾਂ। ਉਹ ਹੈ -ਸਬਕਾ ਸਾਥ- ਸਬਕਾ ਵਿਕਾਸ ਦੀ ਭਾਵਨਾ, ਜਿਸ ਦੇ ਨਾਲ ਨਤੀਜੇ ਵੀ ਮਿਲਦੇ ਹਨ। ਕਿਸੇ ਵੀ ਯੋਜਨਾ ਦੇ ਸ਼ਤ ਪ੍ਰਤੀਸ਼ਤ ਲਾਭਾਰਥੀ ਤੱਕ ਪਹੁੰਚਣਾ ਇੱਕ ਬੜਾ ਲਕਸ਼ ਹੈ। ਕੰਮ ਕਠਿਨ ਜ਼ਰੂਰ ਹੈ ਲੇਕਿਨ ਰਸਤਾ ਸਹੀ ਇਹੀ ਹੈ। ਮੈਂ ਸਾਰੇ ਲਾਭਾਰਥੀਆਂ ਨੂੰ, ਪ੍ਰਸ਼ਾਸਨ ਨੂੰ ਇਹ ਤੁਸੀਂ ਜੋ ਅਚੀਵ ਕੀਤਾ ਹੈ ਇਸ ਦੇ ਲਈ ਵਧਾਈ ਦੇਣਾ ਹੀ ਹੈ।ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਨੇ ਭਰੂਚ ਵਿੱਚ 'ਉਤਕਰਸ਼ ਸਮਾਰੋਹ' ਨੂੰ ਸੰਬੋਧਨ ਕੀਤਾ
