ଏହା ମୋର ତୃତୀୟ ଭାରତ-ଆସିଆନ ଶିଖର ବୈଠକ । ଗତ କିଛି ବର୍ଷ ହେଲା ଆସିଆନ ରାଷ୍ଟ୍ରଗୋଷ୍ଠୀ ସହ ଭାରତର କ୍ରମବର୍ଦ୍ଧିଷ୍ଣୁ ବନ୍ଧୁତା ଏବଂ ଏହାକୁ ଆଗକୁ ନେବାରେ ଆମର ପ୍ରୟାସ ହେତୁ ମୁଁ ବହୁତ ଆନନ୍ଦିତ । ଆମ୍ଭମାନଙ୍କୁ ଭବ୍ୟ ସ୍ଵାଗତ ଓ ଆତିଥ୍ୟ ପ୍ରଦାନ ସହ ଏତେ ସୁନ୍ଦର ଆୟୋଜନ କରିଥିବାରୁ ମୁଁ ଆପଣମାନଙ୍କୁ ଧନ୍ୟବାଦ ଜଣାଉଛି ।

ଭିଏଣ୍ଟିଆନେ ଏକ ସୁନ୍ଦର ଓ ଆକର୍ଷଣୀୟ ଐତିହ୍ୟ ନଗରୀ ଯାହାରକି ଭାରତ ସହିତ ଐତିହାସିକ ଓ ଗଭୀର ସାଂସ୍କୃତିକ ସମ୍ବନ୍ଧ ରହିଛି । ଆସିଆନ-ଭାରତ ସମ୍ବନ୍ଧକୁ ରାଷ୍ଟ୍ର ସଂଯୋଜକ ଭାବେ ଉତ୍ତମ ନେତୃତ୍ଵ ଦେବାରେ ଭିଏତନାମର ଭୂମିକାକୁ ମୁଁ ପ୍ରଶଂସା କରୁଛି ।

ଆସିଆନ ରାଷ୍ଟ୍ରଗୋଷ୍ଠୀ ସହ ଭାରତର ଯୋଗସୂତ୍ର ଏବଂ ସମ୍ବନ୍ଧ କେବଳ ସଭ୍ୟତାଗତ ଐତିହ୍ୟ ଉପରେ ପର୍ଯ୍ୟବସିତ ନୁହେଁ । ଏହି ଅଞ୍ଚଳରେ ଶାନ୍ତି, ସମୃଦ୍ଧି, ସ୍ଥିରତା ଆଣିବା ଏବଂ ଆମ୍ଭମାନଙ୍କ ସମାଜକୁ ସୁରକ୍ଷିତ ରଖିବା ଦିଗରେ ଆମର ମିଳିତ ରଣନୀତିକ ପ୍ରାଥମିକତା ସମସ୍ତଙ୍କୁ ଏକାଠି କରିପାରିଛି । ଭାରତର ପ୍ରାଚ୍ୟମୁଖୀ ନୀତି (Act East Policy)ର କେନ୍ଦ୍ରବିନ୍ଦୁ ହେଉଛି ଆସିଆନ । ଏଣୁ ଏହି ଅଞ୍ଚଳରେ ସୁସଙ୍ଗତି ଓ ଶକ୍ତି ଭାରସାମ୍ୟ ପ୍ରତିଷ୍ଠା ଦିଗରେ ଆମର ସମ୍ପର୍କ ଉତ୍ସ ସଦୃଶ୍ୟ ।

ଭାରତ-ଆସିଆନ ରଣନୀତିକ ଭାଗିଦାରୀତାର ତିନୋଟି ପ୍ରମୁଖ ଉପାଦାନ ହେଲା – ସୁରକ୍ଷା, ଆର୍ଥିକ ଓ ସାମାଜିକ-ସାଂସ୍କୃତିକ କାର୍ଯ୍ୟକ୍ରମ । ଆମର ରଣନୀତିକ ଭାଗିଦାରୀତାର ଉଦ୍ଦେଶ୍ୟ ପୂରଣ ଦିଗରେ 2016-2020 ଅବଧି ପାଇଁ ପ୍ରସ୍ତୁତ ଆସିଆନ-ଭାରତ କାର୍ଯ୍ୟ।ନ୍ଵୟନ ଯୋଜନା ଉପକାରସିଦ୍ଧ ହୋଇଛି । ଏହି ଯୋଜନାର ଅଂଶସ୍ଵରୂପ 130 ଟି କାର୍ଯ୍ୟକ୍ରମ ମଧ୍ୟରୁ 54 ଟି କୁ ଆମେ ରୂପାୟନ କରିସାରିଛୁ ।

ଆସିଆନ ରାଷ୍ଟ୍ରଗୋଷ୍ଠୀ ସହ ଭାରତର ରଣନୀତିକ ଭାଗିଦାରୀତାର କେନ୍ଦ୍ରବିନ୍ଦୁରେ ରହିଛି ପରିବର୍ଦ୍ଧିତ ସାମଗ୍ରିକ ସଂଯୋଗୀକରଣ ଯାହାକି ଭୌତିକ, ଡିଜିଟାଲ, ଆର୍ଥିକ, ପ୍ରତିଷ୍ଠାନଗତ ଓ ସାଂସ୍କୃତିକ ସଂଯୋଗକୁ ଦର୍ଶାଇଥାଏ । ଆମର ଆର୍ଥିକ ସଫଳତା ଏବଂ ସାଧାରଣ ବିକାଶ ଅନୁଭୂତିକୁ ଆସିଆନ ଗୋଷ୍ଠୀ ବିଶେଷକରି CLMV ରାଷ୍ଟ୍ରମାନଙ୍କ ସହ ସଂଯୋଜିତ କରିବାର ଆଗ୍ରହ ପରସ୍ପର ମଧ୍ୟରେ ସମ୍ବନ୍ଧକୁ ଆହୁରି ଦୃଢୀଭୂତ କରୁଛି ।

ସାମ୍ପ୍ରତିକ ବର୍ଦ୍ଧିତ ପାରମ୍ପରିକ ଓ ଅଣ-ପାରମ୍ପରିକ ଆହ୍ଵାନର ପ୍ରେକ୍ଷାପଟରେ ରାଜନୈତିକ-ସୁରକ୍ଷାଗତ ସହଯୋଗ ଆମର ସମ୍ପର୍କର ସୁଦୃଢ ସ୍ତମ୍ଭ ରୂପେ ଉଭା ହୋଇଛି । ଆତଙ୍କବାଦର କ୍ରମ ପ୍ରସାର, ଘୃଣା ପରିପୂର୍ଣ୍ଣ ମୌଳବାଦ ଆଦର୍ଶର ବିସ୍ତାର ଏବଂ କ୍ରମବର୍ଦ୍ଧିଷ୍ଣୁ ହିଂସା ଆମ ସମାଜ ପ୍ରତି ସୃଷ୍ଟି ହୋଇଥିବା ଏକ ବ୍ୟାପକ ସୁରକ୍ଷାତ୍ମକ ବିପଦକୁ ଦୃଶ୍ୟମାନ କରାଉଛି । ବିପଦ ଏକକାଳୀନ ସ୍ଥାନୀୟ, ଆଞ୍ଚଳିକ ଏବଂ ଆନ୍ତର୍ଜାତିକ ସ୍ତରର । ତେବେ ଏହି ବିପଦ ପ୍ରତି ଆମର ଉଚିତ ଜବାବ ହେଉଛି ଆସିଆନ ସହିତ ଆମ ସମ୍ପର୍କର ଉତ୍ତମ ସଂଯୋଜନା, ସହଯୋଗ ଏବଂ ବିଭିନ୍ନ ସ୍ତରରେ ଅନୁଭୂତିର ଆଦାନ-ପ୍ରଦାନ ।

ଆସନ୍ତା ବର୍ଷ ହେଉଛି ଆମ ସମ୍ବନ୍ଧର ଏକ ଐତିହାସିକ ମାଇଲଖୁଣ୍ଟ । ଆଲୋଚନା ଭାଗିଦାରୀତାର 25 ବର୍ଷ, ଶିଖର ବୈଠକ ସ୍ତରର କଥାବାର୍ତ୍ତାକୁ 15 ବର୍ଷ ଏବଂ ରଣନୀତିକ ଭାଗିଦାରୀତାର 5 ବର୍ଷ ପୂର୍ତ୍ତି ପାଳନ ହେବାକୁ ଯାଉଛି ।

2017ରେ ଅନୁଷ୍ଠିତ ହେବାକୁ ଥିବା ଆସିଆନ-ଭାରତ ବିଦେଶ ମନ୍ତ୍ରୀସ୍ତରୀୟ ସମ୍ମିଳନୀରେ ଏହି ଐତିହାସିକ ଉତ୍ସବ ଆରମ୍ଭ କରାଯିବ । ଆମେ ଆମର ମିଳିତ ମୂଲ୍ୟବୋଧ ଏବଂ ଭାଗ୍ୟ ଉପରେ ଆଧାରିତ ଏକ ସ୍ମାରକୀ ଶିଖର ବୈଠକ ଆୟୋଜନ ପାଇଁ ମନସ୍ଥ କରିଛୁ । କେବଳ ସେତିକି ନୁହଁ – ଏକ ବ୍ୟବସାୟୀକ ଶିଖର ବୈଠକ, CEO ମଞ୍ଚ, ମୋଟର ରାଲି, ନୌଯାତ୍ରା ଏବଂ ସାଂସ୍କୃତିକ ମହୋତ୍ସବ ଆୟୋଜନର ମଧ୍ୟ ପରିକଳ୍ପନା କରାଯାଇଛି । ଏହି ସ୍ମାରକୀ ଉତ୍ସବକୁ ସଫଳ କରିବା ପାଇଁ ମୁଁ ଆପଣମାନଙ୍କ ସହଯୋଗକୁ ଉତ୍କଣ୍ଠାର ସହ ଅପେକ୍ଷା କରିବି ।
