CM demands to annul the order regarding NCTC from immediate effect

The notification is a clear violation of the provisions of federal structure and an attack on the rights of States

In his letter to Prime Minister Dr. Manmohan Singh Chief Minister Narendra Modi has expressed his anger and opposed the notification issued by the Central Home ministry regarding National Counter Terrorism Centre (NCTC).

Stating that the notification is a clear violation of the provisions of federal structure and an attack on the rights of States, he demanded to annul the order with immediate effect.

Mr. Modi said that Home ministry of India has issued an order on February 3, 2012 (vide its office memorandum III 11011/67/05-IS.IV) to put all the intelligence agencies under NCTC. The ministry has issued the said order in the name of the provisions given under Article 73 of the constitution. The order will adversely affect the rights given to the States for the maintenance of law and order.

The notification implies that all the intelligence and probe agencies of the nation will have to carry out an assisting role to NCTC. The NCTC is also given the rights of arrest under unlawful activity (prevention Act) and of search. In fact, the constitution has put the subject of law and order in the State list and it is under State’s power to carry out probe in the matters related to law and order and police.

The implementation of this order is a clear swoop on the rights of state governments. The Central government has not even cared to discuss with the State governments before issuing such order, which is a straight violation of the federal spirit of the constitution, said Chief Minister.

There is a need to develop trust among States and to have a single strategy with political willpower to battle with the problems like terrorism and naxalism. On the contrary, this order will snatch the powers of the States given by the constitution. And so, the order should be canceled immediately and the States should be consulted first, he demanded.

First such instance that a Prime Minister will attend such a programme at the Headquarters of the Catholic Church in India

Prime Minister Shri Narendra Modi will attend the Christmas Celebrations hosted by the Catholic Bishops' Conference of India (CBCI) at the CBCI Centre premises, New Delhi at 6:30 PM on 23rd December.

Prime Minister will interact with key leaders from the Christian community, including Cardinals, Bishops and prominent lay leaders of the Church.

This is the first time a Prime Minister will attend such a programme at the Headquarters of the Catholic Church in India.

Catholic Bishops' Conference of India (CBCI) was established in 1944 and is the body which works closest with all the Catholics across India.
