I salute this holy land many times. Today, I got an opportunity to visit the holy land of Adi Shakti Maa Pateshwari and Balrampur, popularly known as mini Kashi. I have been blessed a lot by you.

UP Governor Smt. Anandi Ben, UP's energetic, hardworking, popular Chief Minister Yogi Adityanath ji, Deputy Chief Minister Shri Keshav Prasad Maurya ji, Union Ministers Gajendra Singh Shekhawat ji and Kaushal Kishore ji, Ministers in the state government Mahendra Singh ji, Ramapati Shastri ji, Mukut Bihari Verma ji, Brajesh Pathak ji, Ashutosh Tandon ji, Baldev Olakh ji and Shri Paltu Ram ji, all my fellow parliamentarians present on the stage, all respected MLAs, members of district panchayats, and my dear brothers and sisters! This land of revolutionaries has made an invaluable contribution to the freedom struggle of the country. The mighty ones like Raja Devi Baksh Singh, Raja Krishna Dutt Ram and Prithvi Pal Singh left no stone unturned to take on the British rule. Whenever there is reference to the grand temple of Lord Shri Rama being built in Ayodhya, the contribution of Maharaja Pateshwari Prasad Singh of Balrampur princely state will definitely be mentioned. The people of Balrampur are really geniuses that they gave two Bharat Ratna in the form of Nanaji Deshmukh and Atal Bihari Vajpayee.

Today, from this land of creators and defenders of nation, I also pay tribute to all the brave warriors of the country who died in the helicopter crash on 8th December. The demise of India's first Chief of Defence Staff, General Bipin Rawat ji, is a great loss for every Indian, for every patriot. The country has been a witness to the hard work that General Bipin Rawat ji was doing to make the country's armed forces self-reliant. A soldier is not a soldier only as long as he is in the army. His entire life is like a warrior and he is devoted to discipline, honor and glory of the country all the time. It is said in the Gita – नैनं छिन्दन्ति शस्त्राणि नैनं दहति पावक: i.e., Weapons cannot shred the soul, nor can fire burn it. General Bipin Rawat will see his India move forward with new resolutions in the days to come. The work of strengthening border security and border infrastructure, the campaign to make the country's armies self-reliant and strengthen coordination among the three armed forces will continue to progress rapidly. India is mourning but despite being in pain neither do we stop our pace nor our development. India won’t stop; India won’t be at a standstill. Together we Indians will work hard and face every challenge inside and outside the country. We will make India more powerful and prosperous.

Doctors are working hard to save the life of Group Captain Varun Singh, the son of UP and a resident of Deoria. I pray to Maa Pateshwari for his life. The nation stands with the family of Varun Singh ji and all those brave soldiers who we lost.

Keeping the spirit of nation first, the country is doing everything which will take us to new heights in the 21st century. It is also very important for the development of the country that the scarcity of water should never become a hindrance. Therefore, it is one of the top priorities of the government that the water of the rivers is utilized properly and sufficient water reaches the farmers' fields. The completion of the Saryu Canal National Project is a proof that when intention is honest, the work is also potent. You were waiting for its completion for decades. The water potential of Ghaghra, Saryu, Rapti, Banganga and Rohini will bring a new era of prosperity in this region. Along with Balrampur, I congratulate millions of my farmer brothers and sisters of Bahraich, Gonda, Shravasti, Siddharthnagar, Basti, Gorakhpur, Maharajganj and Kushinagar. This will resolve the problems in the region during the rainy season. My dear brothers and sisters, history is a witness that if someone offers a cup of water to a thirsty person, he never forgets that debt and that person throughout his life. I am sure when the parched fields of millions of farmers will get water your blessings will give us new energy to work for you.

This irrigation facility is life changing especially for those farmers who have less than two hectares of land. It is akin to a person on death bed and in need of blood and as soon as the doctor gives blood to him, he is saved. The farms of this entire region are going to get such a new life.

The lentils of Balrampur are sought-after in the country. Along with the traditional crops, the farmers of these areas will now be able to cultivate other crops that are high paying.

I have had the privilege of working in public life for a long time. I have seen so many governments in the past and their style of work. What has hurt me the most is the misuse and insult of the country’s money, time and resources for a long period? Why should I bother as it is government money? This perception has become the biggest obstacle in the balanced and all-round development of the country. It is because of this perception that the Saryu canal project was delayed for so long. The work on it began 50 years ago. And imagine that it is being completed after 50 years. All those who wish for their bright future need to understand this.

The estimated cost of this project was less than 100 crore rupees and it has been completed after spending 10,000 crore rupees. What should have been done in 100 crore rupees has taken 10,000 crore rupees. Was it not your money, my brothers? Should not every rupee of your hard work have been used for the right work at the right time? Are those who didn't do this your culprits or not? Will you punish such people or not? You will!

My dear brothers and sisters,

This country has paid 100 times more for the negligence of the earlier governments. Would lakhs of farmers of the region harvested gold or not if this irrigation water reached them 20-30 years ago? Would they fill the country's treasury or not! Could they not take care of their children's education in a much better way? My farmer brothers and sisters have also suffered a loss of trillions of rupees due to decades-old delay.

Well friends,

When I left Delhi today, I was wondering somebody would claim that he had started this project. Some people have this habit. No wonder, he would have announced this project by cutting the ribbon in his childhood!

The priority of some people is to cut the ribbons whereas our priority is to complete the projects on time. When I formed the government in 2014, I was surprised that there were 99 big irrigation projects across the country which remained incomplete for decades. We found that the canals were not connected with each other at many places in the Saryu canal project and there was no system to carry the water to the end. We have done more work in Saryu canal project in just five years than what was done in five decades. Friends, this is all about the double engine government and the speed of work. You can recall that we inaugurated the Bansagar project after Yogi ji’s government was formed. Just a few days ago, the Arjuna Sahayak Canal Project was inaugurated. The fertilizer factory and AIIMS which were inaugurated in Gorakhpur this week were also waiting for years. The Kushinagar International Airport was also in files for many years. This double engine government has started the work on this airport as well.

The Ken-Betwa link project is another example of how our government is fulfilling the age-old dreams. There was a demand for this project for years. Just two-three days back, the cabinet has approved this project and Rs 45,000 crore will be spent on it. Uttar Pradesh is getting such a huge gift. This project will play a crucial role in ending the water crisis of Bundelkhand.

Brothers and sisters,

Today, there is a government in the country for the first time which is taking care of small farmers after independence. For the first time, small farmers with less than two hectares of land have been linked with government benefits and facilities. They are being helped in every way from providing seeds to marketing their produce. Thousands of crore rupees are being sent directly to the bank accounts of these small farmers under the PM Kisan Samman Nidhi scheme. They are also being encouraged to other farming options for an increase in their income. They are being offered alternatives which do not require large land. Keeping this in mind, many schemes have been launched at the national level, be it animal husbandry, bee keeping or fish farming. Today India is leading the world in terms of milk production, but you will be happy to know that today we are also making our place in the world as a honey exporter. Due to the efforts of our government, the export of honey has almost doubled in the last seven years and farmers have earned more than 700 crore rupees.
Brothers and sisters,

Biofuel is also another option to increase the income of the farmers. From the Gulf oil, we are now shifting to bio-fuel from crops. Many bio-fuel factories are being set up in UP. Large bio-fuel complexes are being built in Badaun and Gorakhpur. A big ethanol plant is also coming up in nearby Gonda. This will benefit many farmers of this region. UP is also leading in the campaign to make ethanol from sugarcane. In the last four-and-a-half years, ethanol worth about Rs 12,000 crore has been purchased from UP. The payment of sugarcane has picked up ever since Yogi ji's government was formed. There was a time before 2017 when sugarcane farmers used to wait for years to get their dues. During the previous governments, more than 20 sugar mills were closed down and Yogi ji's government has expanded and modernized the same number of sugar mills. I would also like to extend a special invitation today to farmers across the country from Balrampur. I would like farmers from all over the country and not just from Uttar Pradesh, to accept my invitation and join me. What is my invitation for? After five days on 16th December, the government is organizing a mega event on natural farming. Our Padma awardee Subhash ji, who is from Maharashtra, has developed an idea of ​​zero budget farming. This is a natural farming project, due to which our mother earth and water is also saved and the crop is also good and the yield is better in quantity. I urge all my farmer friends all over the country to join this program on December 16 through TV or through Krishi Vigyan Kendra. I am sure you will come to know many things which you can implement in your farms and which will be very beneficial to you.

Keeping in mind your every need, we are working day and night to make your life easy. You will also get a glimpse of it in the pucca house for the poor being built under the Pradhan Mantri Awas Yojana. The houses under the PM Awas Yojana have ‘Izzat Ghar’ or toilets, gas under the Ujjwala scheme, electricity connection under the Saubhagya Yojana, LED bulbs under the Ujala scheme and water connection under the Har Ghar Jal Yojana. When the brothers and sisters of Tharu tribe here get the benefits of these schemes, it gives me immense happiness and we get more of their blessings

My mothers and sisters must understand my point and I request my brothers to tell this in their family that there is an age-old custom in our country that whether it is a house, shop, car, or a farm, it will be in the name of the male member. There is nothing for women. I know this pain and what did we do for our mothers and sisters? We have given the ownership rights of most of the houses being built under the PM Awas Yojana to our mothers, sisters and daughters. As a result, there has been a huge increase in the number of such sisters who have at least one property in their name. More than 30 lakh poor families of UP have got pucca houses due to the efforts of the double engine government. Our government has made a provision of more than Rs 2 lakh crore for constructing new houses in future. Those who have not yet got a pucca house will definitely get it soon.

When the government is sensitive, listens to the poor, understands their plight, then the difference is visible. Right now the country is fighting the biggest pandemic in a hundred years. Everyone was wondering what would happen, how would happen when Corona struck. Everyone suffered due to Corona in some way or the other.

But friends, we tried sincerely during this Corona period that no poor should sleep hungry. Therefore, the campaign for free ration under the PM Garib Kalyan Anna Yojana has been extended beyond Holi. The government is spending more than Rs 2.60 lakh crore on the free ration for the poor.

Brothers and sisters,

All of you are well aware that the earlier governments used to protect the mafia. Today Yogi ji's government is busy cleaning up the mafia. That's why the people of UP say - the difference is obvious. Those who were in the government earlier would encourage ‘Bahubalis’. Today Yogi ji's government is engaged in empowering the poor, downtrodden, backward and tribal communities. That's why the people of UP say - the difference is obvious. Those who were in the government earlier would grab land illegally. Today such mafia people are being fined and bulldozed. That's why the people of UP say - the difference is obvious. Earlier the daughters of UP were forced to think 100 times before leaving the house. Today a criminal thinks 100 times before committing any wrong. That's why the people of UP say - the difference is obvious. Earlier the daughters were forced to lie low in the house, now the criminals of UP lurk in the jail. That's why they say: The difference is obvious.

Today I would certainly like to mention another scheme which is going to help the people of UP a lot and which is Swamitva Yojana. Under the Swamitva scheme, the ownership papers of the houses and farms are being given to the people after mapping the property in villages. This campaign is soon going to cover every village of UP. This will free you from the fear of illegal occupation and will also make it easier for you to seek loan from banks. Now the youth of the villages will not face any problem in raising money for their enterprise from the bank.

Together we have to take Uttar Pradesh to new heights and give it a new identity. You have to remain guard against the people who pushed Uttar Pradesh back by several decades. Joint Statement: Official visit of Shri Narendra Modi, Prime Minister of India to Kuwait (December 21-22, 2024)

At the invitation of His Highness the Amir of the State of Kuwait, Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah, Prime Minister of India His Excellency Shri Narendra Modi paid an official visit to Kuwait on 21-22 December 2024. This was his first visit to Kuwait. Prime Minister Shri Narendra Modi attended the opening ceremony of the 26th Arabian Gulf Cup in Kuwait on 21 December 2024 as the ‘Guest of Honour’ of His Highness the Amir Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah.

His Highness the Amir of the State of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah and His Highness Sheikh Sabah Al-Khaled Al-Sabah Al-Hamad Al-Mubarak Al-Sabah, Crown Prince of the State of Kuwait received Prime Minister Shri Narendra Modi at Bayan Palace on 22 December 2024 and was accorded a ceremonial welcome. Prime Minister Shri Narendra Modi expressed his deep appreciation to His Highness the Amir of the State of Kuwait Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah for conferring on him the highest award of the State of Kuwait ‘The Order of Mubarak Al Kabeer’. The leaders exchanged views on bilateral, global, regional and multilateral issues of mutual interest.

Given the traditional, close and friendly bilateral relations and desire to deepen cooperation in all fields, the two leaders agreed to elevate the relations between India and Kuwait to a ‘Strategic Partnership’. The leaders stressed that it is in line with the common interests of the two countries and for the mutual benefit of the two peoples. Establishment of a strategic partnership between both countries will further broad-base and deepen our long-standing historical ties.

Prime Minister Shri Narendra Modi held bilateral talks with His Highness Sheikh Ahmad Abdullah Al-Ahmad Al-Jaber Al-Mubarak Al-Sabah, Prime Minister of the State of Kuwait. In light of the newly established strategic partnership, the two sides reaffirmed their commitment to further strengthen bilateral relations through comprehensive and structured cooperation in key areas, including political, trade, investment, defence, security, energy, culture, education, technology and people-to-people ties.

The two sides recalled the centuries-old historical ties rooted in shared history and cultural affinities. They noted with satisfaction the regular interactions at various levels which have helped in generating and sustaining the momentum in the multifaceted bilateral cooperation. Both sides emphasized on sustaining the recent momentum in high-level exchanges through regular bilateral exchanges at Ministerial and senior-official levels.

The two sides welcomed the recent establishment of a Joint Commission on Cooperation (JCC) between India and Kuwait. The JCC will be an institutional mechanism to review and monitor the entire spectrum of the bilateral relations between the two countries and will be headed by the Foreign Ministers of both countries. To further expand our bilateral cooperation across various fields, new Joint Working Groups (JWGs) have been set up in areas of trade, investments, education and skill development, science and technology, security and counter-terrorism, agriculture, and culture, in addition to the existing JWGs on Health, Manpower and Hydrocarbons. Both sides emphasized on convening the meetings of the JCC and the JWGs under it at an early date.

Both sides noted that trade has been an enduring link between the two countries and emphasized on the potential for further growth and diversification in bilateral trade. They also emphasized on the need for promoting exchange of business delegations and strengthening institutional linkages.

Recognizing that the Indian economy is one of the fastest growing emerging major economies and acknowledging Kuwait’s significant investment capacity, both sides discussed various avenues for investments in India. The Kuwaiti side welcomed steps taken by India in making a conducive environment for foreign direct investments and foreign institutional investments, and expressed interest to explore investment opportunities in different sectors, including technology, tourism, healthcare, food-security, logistics and others. They recognized the need for closer and greater engagement between investment authorities in Kuwait with Indian institutions, companies and funds. They encouraged companies of both countries to invest and participate in infrastructure projects. They also directed the concerned authorities of both countries to fast-track and complete the ongoing negotiations on the Bilateral Investment Treaty.

Both sides discussed ways to enhance their bilateral partnership in the energy sector. While expressing satisfaction at the bilateral energy trade, they agreed that potential exists to further enhance it. They discussed avenues to transform the cooperation from a buyer-seller relationship to a comprehensive partnership with greater collaboration in upstream and downstream sectors. Both sides expressed keenness to support companies of the two countries to increase cooperation in the fields of exploration and production of oil and gas, refining, engineering services, petrochemical industries, new and renewable energy. Both sides also agreed to discuss participation by Kuwait in India's Strategic Petroleum Reserve Programme.

Both sides agreed that defence is an important component of the strategic partnership between India and Kuwait. The two sides welcomed the signing of the MoU in the field of Defence that will provide the required framework to further strengthen bilateral defence ties, including through joint military exercises, training of defence personnel, coastal defence, maritime safety, joint development and production of defence equipment.

The two sides unequivocally condemned terrorism in all its forms and manifestations, including cross-border terrorism and called for disrupting of terrorism financing networks and safe havens, and dismantling of terror infrastructure. Expressing appreciation of their ongoing bilateral cooperation in the area of security, both sides agreed to enhance cooperation in counter-terrorism operations, information and intelligence sharing, developing and exchanging experiences, best practices and technologies, capacity building and to strengthen cooperation in law enforcement, anti-money laundering, drug-trafficking and other transnational crimes. The two sides discussed ways and means to promote cooperation in cybersecurity, including prevention of use of cyberspace for terrorism, radicalisation and for disturbing social harmony. The Indian side praised the results of the fourth high-level conference on "Enhancing International Cooperation in Combating Terrorism and Building Resilient Mechanisms for Border Security - The Kuwait Phase of the Dushanbe Process," which was hosted by the State of Kuwait on November 4-5, 2024.

Both sides acknowledged health cooperation as one of the important pillars of bilateral ties and expressed their commitment to further strengthen collaboration in this important sector. Both sides appreciated the bilateral cooperation during the COVID- 19 pandemic. They discussed the possibility of setting up of Indian pharmaceutical manufacturing plants in Kuwait. They also expressed their intent to strengthen cooperation in the field of medical products regulation in the ongoing discussions on an MoU between the drug regulatory authorities.

The two sides expressed interest in pursuing deeper collaboration in the area of technology including emerging technologies, semiconductors and artificial intelligence. They discussed avenues to explore B2B cooperation, furthering e-Governance, and sharing best practices for facilitating industries/companies of both countries in the policies and regulation in the electronics and IT sector.

The Kuwaiti side also expressed interest in cooperation with India to ensure its food-security. Both sides discussed various avenues for collaboration including investments by Kuwaiti companies in food parks in India.

The Indian side welcomed Kuwait’s decision to become a member of the International Solar Alliance (ISA), marking a significant step towards collaboration in developing and deploying low-carbon growth trajectories and fostering sustainable energy solutions. Both sides agreed to work closely towards increasing the deployment of solar energy across the globe within ISA.

Both sides noted the recent meetings between the civil aviation authorities of both countries. The two sides discussed the increase of bilateral flight seat capacities and associated issues. They agreed to continue discussions in order to reach a mutually acceptable solution at an early date.

Appreciating the renewal of the Cultural Exchange Programme (CEP) for 2025-2029, which will facilitate greater cultural exchanges in arts, music, and literature festivals, the two sides reaffirmed their commitment on further enhancing people to people contacts and strengthening the cultural cooperation.

Both sides expressed satisfaction at the signing of the Executive Program on Cooperation in the Field of Sports for 2025-2028. which will strengthen cooperation in the area of sports including mutual exchange and visits of sportsmen, organising workshops, seminars and conferences, exchange of sports publications between both nations.

Both sides highlighted that education is an important area of cooperation including strengthening institutional linkages and exchanges between higher educational institutions of both countries. Both sides also expressed interest in collaborating on Educational Technology, exploring opportunities for online learning platforms and digital libraries to modernize educational infrastructure.

As part of the activities under the MoU between Sheikh Saud Al Nasser Al Sabah Kuwaiti Diplomatic Institute and the Sushma Swaraj Institute of Foreign Service (SSIFS), both sides welcomed the proposal to organize the Special Course for diplomats and Officers from Kuwait at SSIFS in New Delhi.

Both sides acknowledged that centuries old people-to-people ties represent a fundamental pillar of the historic India-Kuwait relationship. The Kuwaiti leadership expressed deep appreciation for the role and contribution made by the Indian community in Kuwait for the progress and development of their host country, noting that Indian citizens in Kuwait are highly respected for their peaceful and hard-working nature. Prime Minister Shri Narendra Modi conveyed his appreciation to the leadership of Kuwait for ensuring the welfare and well-being of this large and vibrant Indian community in Kuwait.

The two sides stressed upon the depth and importance of long standing and historical cooperation in the field of manpower mobility and human resources. Both sides agreed to hold regular meetings of Consular Dialogue as well as Labour and Manpower Dialogue to address issues related to expatriates, labour mobility and matters of mutual interest.

The two sides appreciated the excellent coordination between both sides in the UN and other multilateral fora. The Indian side welcomed Kuwait’s entry as ‘dialogue partner’ in SCO during India’s Presidency of Shanghai Cooperation Organisation (SCO) in 2023. The Indian side also appreciated Kuwait’s active role in the Asian Cooperation Dialogue (ACD). The Kuwaiti side highlighted the importance of making the necessary efforts to explore the possibility of transforming the ACD into a regional organisation.

Prime Minister Shri Narendra Modi congratulated His Highness the Amir on Kuwait’s assumption of the Presidency of GCC this year and expressed confidence that the growing India-GCC cooperation will be further strengthened under his visionary leadership. Both sides welcomed the outcomes of the inaugural India-GCC Joint Ministerial Meeting for Strategic Dialogue at the level of Foreign Ministers held in Riyadh on 9 September 2024. The Kuwaiti side as the current Chair of GCC assured full support for deepening of the India-GCC cooperation under the recently adopted Joint Action Plan in areas including health, trade, security, agriculture and food security, transportation, energy, culture, amongst others. Both sides also stressed the importance of early conclusion of the India-GCC Free Trade Agreement.

In the context of the UN reforms, both leaders emphasized the importance of an effective multilateral system, centered on a UN reflective of contemporary realities, as a key factor in tackling global challenges. The two sides stressed the need for the UN reforms, including of the Security Council through expansion in both categories of membership, to make it more representative, credible and effective.

The following documents were signed/exchanged during the visit, which will further deepen the multifaceted bilateral relationship as well as open avenues for newer areas of cooperation:● MoU between India and Kuwait on Cooperation in the field of Defence.

● Cultural Exchange Programme between India and Kuwait for the years 2025-2029.

● Executive Programme between India and Kuwait on Cooperation in the field of Sports for 2025-2028 between the Ministry of Youth Affairs and Sports, Government of India and Public Authority for Youth and Sports, Government of the State of Kuwait.

● Kuwait’s membership of International Solar Alliance (ISA).

Prime Minister Shri Narendra Modi thanked His Highness the Amir of the State of Kuwait for the warm hospitality accorded to him and his delegation. The visit reaffirmed the strong bonds of friendship and cooperation between India and Kuwait. The leaders expressed optimism that this renewed partnership would continue to grow, benefiting the people of both countries and contributing to regional and global stability.
