It gives me great pleasure today to welcome you all to the Inaugural Semi-con India Conference. I am glad that such a conference is being held in India. Afterall, semi-conductors are playing a critical role in the world in more ways than we can imagine. It is our collective aim to establish India as one of the key partners in global semi-conductor supply chains. We want to work in this direction based on the principle of Hi-tech, high quality and high reliability.

I see six reasons for India being an attractive investment destination for Semi-conductor technologies. First, we are building the digital infrastructure to connect over 1.3 billion Indians. You have all heard of India's financial inclusion, banking and digital payment revolution. UPI is the world's most efficient payment infrastructure today. We are using digital technology to transform lives in all sectors of governance from health and welfare
to inclusion and empowerment. We are one of the largest consumers of data per capita. And we continue to grow. Second, we are paving the way for India to lead the next technology revolution. We are on our way to connect six hundred thousand villages with broadband. We are investing in developing capabilities in 5G, IoT and clean energy technologies. We are working to unleash the next wave of innovation in data, AI and other technologies. Third, India is headed for robust economic growth. We have the world's fastest growing Startup Eco-system. New unicorns are coming up every few weeks. India's own consumption of Semi-conductors is expected to cross 80 billion Dollars by 2026 and 110 Billion Dollars by 2030. Fourth, we have undertaken wide ranging reforms for improving ease of doing business in India. Last year, we abolished more than 25,000 compliances and gave a push towards auto-renewal of licenses. Similarly, digitization is also bringing speed and transparency to the regulatory framework. Today, we have one of the most favourable taxation structures in the world. Fifth, we are investing heavily in skilling and training young Indians for the needs of 21st century. We have an exceptional semi-conductor design talent pool which makes upto 20% of the world's semiconductor design engineers. Almost all of the top 25 semi-conductor design companies have their design or R&D centers in our country. And Sixth, we have undertaken several measures towards transforming the Indian manufacturing sector. At a time when humanity was fighting a once in a century pandemic, India was not only improving the health of our people but also the health of our economy.

Our ''Production Linked Incentives'' schemes offer incentives of over 26 billion Dollars in 14 key sectors. Over the next 5 years, the electronics manufacturing sector is expected to see record growth. We recently announced Semi-con India Programme with a total outlay of over 10 billion dollars. This program aims to provide financial support to companies investing in semi-conductors, display manufacturing and design ecosystem. We are aware that in order for a semi-conductor ecosystem to flourish, it is necessary to ensure adequate support from the Government. Allow me to put our approach in the language of semi-conductors itself. In earlier times, industries were ready to do their work
but the government was like a ''Not Gate''. When any input flows into the ''Not Gate'', it gets negated. So many needless compliances and no 'ease of doing business.' But, we understand that the government must be like the ''And Gate''. While the industry works hard, the government must work even harder. I would like to assure you that we will continue to support the industry in future as well. We have taken care to see that the Semi-con India programme addresses various parts of the eco-system such as semi-conductor fab, display fab, Design, Assembly, Test, Marking and Packaging of semi-conductors,

साथियों,
आप सभी को सिविल सर्विसेज डे की बहुत-बहुत शुभकामनाएं! इस बार का सिविल सर्विसेज डे कई वजहों से विशेष हैं। इस साल हम अपने संविधान का 75वां वर्ष बना रहे हैं और ये सरदार वल्लभभाई पटेल जी की 150वी जयंती का भी साल है। 21 अप्रैल 1947 को सरदार वल्लभभाई पटेल ने आप सभी को Steel Frame of India कहा था। उन्होंने स्वतंत्र भारत की Bureaucracy की नई मर्यादाएं तय की थीं। एक ऐसा सिविल सर्वेंट, जो राष्ट्र की सेवा को अपना सर्वोत्तम कर्तव्य माने। जो लोकतांत्रिक तरीके से प्रशासन चलाए। जो ईमानदारी से, अनुशासन से, समर्पण से भरा हुआ हो। जो देश के लक्ष्यों के लिए दिन-रात काम करे। आज जब हम विकसित भारत बनाने के संकल्प के साथ आगे बढ़ रहे हैं, तो सरदार वल्लभभाई पटेल की ये बातें और ज़्यादा प्रासंगिक हो जाती है। मैं आज सरदार साहब के विजन को नमन करता हूं और उनको भावभीनी श्रद्धांजलि भी देता हूं।

कुछ समय पहले मैंने लाल किले से कहा था कि आज के भारत को आने वाले एक हजार साल की नींव को मजबूत करना है। एक हिसाब से देखें तो एक हजार साल की सहस्त्राब्दी में पहले 25 साल बीत गए हैं। ये नई शताब्दी का 25वां साल है और नए मिलेनियम यानी नई सहस्त्राब्दी का भी 25वां साल है। हम आज जिन नीतियों पर काम कर रहे हैं, जो निर्णय ले रहे हैं, वो एक हजार साल का भविष्य तय करने वाले हैं। हमारे शास्त्रों में कहा गया है यथा हि एकेन चक्रेण न रथस्य गतिर्भवेत्। एवं पुरूषकारेण विना दैवं न सिध्यति॥ यानी जैसे एक चक्र से रथ नहीं चल सकता है, उसी प्रकार बिना मेहनत के सिर्फ भाग्य के भरोसे सफलता नहीं मिलती। विकसित भारत के हमारे लक्ष्य के लिए भी विकास रथ के हर चक्र को मिलकर चला है, दृढ़ प्रतिज्ञ होकर हर दिन, हर क्षण इस लक्ष्य के लिए काम करना है, लक्ष्य को प्राप्त करने के लिए जीना है, जिन्दगी खपानी है।
साथियों,
पूरी दुनिया को तेज गति से बदलते हुए देख रहे हैं। अपने परिवार में भी आप देखते होंगे कि परिवार में अगर 10-15 साल का बच्चा है और जब उससे बात करते हैं, तो आप फील करते हैं, आप आउटडेटेड हैं। ये इसलिए होता है क्योंकि समय बहुत तेजी से बदल रहा है। हर 2-3 साल में Gadgets कैसे बदल रहे हैं। कुछ समझे, सीखें उसके पहले नया आ जाता है। हमारे छोटे-छोटे बच्चे इन तेज बदलावों के साथ बड़े हो रहे हैं। हमारी Bureaucracy, हमारा कामकाज, हमारी पॉलिसी मेकिंग भी पुराने ढर्रे पर नहीं चल सकती। इसलिए 2014 के बाद से देश में व्यवस्था परिवर्तन का एक बहुत बड़ा महायज्ञ शुरू हुआ है। हम इस तेज स्पीड के साथ खुद को ढाल रहे हैं। आज भारत की Aspirational Society, भारत के युवा, भारत के किसान, भारत की महिलाएं, उनके सपनों की उड़ान आज जिस ऊंचाई पर है, वो वाकई अभूतपूर्व है। इन अभूतपूर्व आकांक्षाओं की पूर्ति के लिए अभूतपूर्व गति भी आवश्यक है। आने वाले वर्षों में भारत कितने ही बड़े-बड़े पड़ावों से गुजरेगा। एनर्जी सिक्योरिटी से जुड़े लक्ष्य, क्लीन एनर्जी से जुड़े लक्ष्य, स्पोर्ट्स से लेकर स्पेस को लेकर, यानी ऐसे अनेक नए लक्ष्य, हर सेक्टर में देश का परचम और नई ऊंचाइयों पर लहराना है। और ये जब मैं बात करता हूं तब और देश जब सोचता है तब, हर किसी की नजर आप पर है, भरोसा आप सभी पर है, बहुत बड़ा दायित्व आप सब मेरे साथियों पर है। आपको जल्द से जल्द भारत को दुनिया की तीसरी सबसे बड़ी इकोनॉमी भी बनाना है। इस काम में विलंब न हो, ये आप सभी को सुनिश्चित करना है।

मुझे खुशी है कि इस बार Civil Services Day की थीम, Holistic Development of India रखी गई है। ये सिर्फ एक थीम नहीं है, ये हमारा कमिटमेंट है, देश की जनता से हमारा वादा है, Holistic Development of India यानी No village left behind, No family left behind, No citizen left behind. असल प्रगति का मतलब छोटे बदलाव नहीं, बल्कि Full-scale impact होता है। हर घर में clean water, हर बच्चे को quality education, हर entrepreneur को financial access और हर गांव को digital economy का लाभ, ऐसी ही बातें हैं जो Holistic Development, मैं मानता हूँ, Quality in Governance सिर्फ schemes launch करने से नहीं आती। बल्कि Quality in Governance इससे तय होती है कि वो scheme कितनी गहराई तक जनता के बीच पहुंची, और उसका कितना real impact हुआ। आज राजकोट हो, गोमती हो, तिनसुकिया हो, कोरापुट हो, ऐसे कितने ही जिलों में हम यही impact देख रहे हैं। स्कूल में अटेंडेंस बढ़ाने से लेकर सोलर पावर तक, अनेक जिलों ने बहुत अच्छा काम किया और जो तय किया वो पूरा करके दिखाया और उसमें से कई जिलों को आज पुरस्कार दिया गया है। मैं इन सभी जिलों और योजनाओं से जुड़े साथियों को भी आज विशेष बधाई देता हूं।
साथियों,
बीते 10 सालों में भारत ने Incremental change से आगे बढ़कर Impactful transformation तक का सफर देखा है। आज भारत का governance model, Next Generation Reforms पर फोकस कर रहा है। हम technology और innovation और innovative practices के जरिए सरकार और नागरिकों के बीच की दूरी समाप्त कर रहे हैं। इसका impact ग्रामीण और शहरी क्षेत्रों के साथ-साथ दूरदराज के इलाकों में भी दिख रहा है। आपसे Aspirational Districts की कई बार चर्चा हुई है, लेकिन Aspirational Blocks की सफलता भी उतनी ही शानदार है। आप जानते हैं, ये प्रोग्राम दो साल पहले जनवरी 2023 में लॉन्च हुआ था। सिर्फ दो साल में इन blocks ने जो बदलाव दिखाए हैं, वो अभूतपूर्व हैं। इन ब्लॉक्स में Health, Nutrition, Social Development और Basic Infrastructure के कई indicators में शानदार प्रगति हुई है और कुछ स्थान पर तो राज्य की एवरेज से भी आगे निकल गए हैं। राजस्थान के टोंक जिले के पीपलू ब्लॉक में, दो साल पहले आंगनवाड़ी सेंटर्स में बच्चों की measurement efficiency, सिर्फ 20 प्रतिशत थी। अब ये 99 परसेंट से भी ज्यादा हो गई है। बिहार के भागलपुर में जगदीशपुर ब्लॉक हैं। वहां, पहली तिमाही में ही गर्भवती महिलाओं का रजिस्ट्रेशन पहले सिर्फ 25 परसेंट था। अब ये बढ़कर 90 परसेंट से ज्यादा हो गया है। जम्मू-कश्मीर के मारवाह ब्लॉक में Institutional deliveries पहले 30 प्रतिशत थी जो बढ़कर के 100 प्रतिशत हो गई है। झारखंड के गुरडी ब्लॉक में नल से जल का कनेक्शन 18 परसेंट से बढ़कर के 100 परसेंट हो गया है। ये सिर्फ आंकड़े नहीं हैं, ये Last-mile delivery के हमारे संकल्प की सिद्धि को दिखाता हैं, ये दिखाते हैं कि सही intent, सही planning और सही execution से, दूर-दराज के हिस्सों में भी इच्छित परिवर्तन संभव है।
साथियों,
पिछले 10 सालों में भारत ने कई transformative बदलाव करके दिखाए हैं। उपलब्धियों की नई ऊंचायों को छुआ है। भारत आज सिर्फ growth की वजह से नहीं जाना जा रहा, बल्कि governance, transparency और innovation के नए benchmarks आज भारत सेट कर रहा है।
G20 Presidency भी इसका एक उदाहरण है। 60 से ज्यादा शहरों में 200 से ज़्यादा meetings, इतना बड़ा और inclusive footprint, G20 के इतिहास में पहली बार हुआ और यही तो Holistic Approach है। जनभागीदारी की अप्रोच ने ये दूसरे देशों से 10-11 साल आगे हैं। पिछले 11 वर्षों में, हमने delay system को खत्म करने की कोशिश की है। हम नए processes बना रहे हैं, हम technology के माध्यम से Turnaround Time को घटा रहे हैं। Ease of business को बढ़ावा देने के लिए, हमने 40 हजार से ज्यादा compliances को खत्म किया है, हमने 3,400 से ज्यादा legal provisions को भी decriminalize कर दिया है। मुझे याद है, जब हम Compliance का बर्डन कम करने के लिए काम कर रहे थे, जब व्यापार-कारोबार के दौरान होने वाली कुछ गलतियों को decriminalise कर रहे थे, तो मेरे लिए आश्चर्य था कुछ कोने में विरोध के भी स्वर भी उठा करते थे। कई लोग कहते थे "आज तक नहीं हुआ, आप क्यों कर रहे हैं? चलता है, चलने दो। इससे आपको क्या फर्क पड़ता है? Compliance करने दीजिए, आप क्यों अपना काम बढ़ा रहे हैं? चारों तरफ से चर्चाएं चलती थीं, जवाब आते थे लेकिन जिस लक्ष्य को प्राप्त करना था, उस लक्ष्य का दबाव इन दबावों से ज्यादा था और इसलिए दबाव से दबे नहीं, हम लक्ष्य के लिए चल पड़े। हम पुरानी लीक पकड़कर चलेंगे तो हमें नए परिणाम मिलना मुश्किल होगा। जब हम कुछ अलग करेंगे और तभी तो अलग परिणाम भी मिलेंगे। और आज इसी सोच की वजह से हमारी Ease of Doing Business Rankings में काफी सुधार हुआ है। आज दुनिया भारत में निवेश करने के लिए बहुत उत्सुक है, और ये हमारा काम है कि हम अवसर जाने न दें, हमें इस अवसर का पूरा लाभ उठाना है। हमें राज्यों के स्तर पर, जिला और ब्लॉक स्तर पर, red tape की हर गुंजाइश को खत्म करना है। तभी आप राज्यों के स्तर पर, जिला स्तर पर, अपने लक्ष्यों को प्राप्त कर पाएंगे।
साथियों,
पिछले 10-11 साल की देश की जो सफलताएं रही हैं, उन्होंने विकसित भारत की नींव को बहुत मजबूत किया है। अब देश इस मजबूत नींव पर विकसित भारत की भव्य इमारत का निर्माण शुरू कर रहा है। लेकिन निर्माण की इस प्रक्रिया में हमारे सामने चुनौतियां भी कम नहीं हैं। भारत अब दुनिया का सबसे अधिक जनसंख्या वाला देश बन चुका है। ऐसे में बेसिक सुविधाओं की सैचुरेशन हमारे लिए प्राथमिकता होनी ही चाहिए। आपको Last Mile Delivery पर हमेशा बहुत ज्यादा फोकस करते रहना है। समय के साथ देशवासियों की needs और aspirations, दोनों तेजी से बदल रही हैं। अब Civil Service को contemporary challenges के हिसाब से खुद को adapt करना होगा, तभी वो relevant बनी रह सकती हैं। हमें खुद के लिए नई-नई कसौटियां भी नित्य बनाते रहना होगा और हर कसौटी को पार करते रहना होगा। और सफलता की सबसे बड़ी कुंजी यही है कि खुद को चुनौती देते रहो। कल किया था वो संतोष के लिए नहीं था, कल जो पाया था वो चुनौती का कारण बनते रहना चाहिए, ताकि कल मैं उससे ज्यादा कर पाऊं। अब सिर्फ पिछली सरकारों से तुलना करके, अपने काम, अपनी परफॉर्मेंस को हम तय नहीं कर सकते। मेरे पहले डिस्ट्रिक्ट में फलाने भाई थे, उन्होंने इतना किया, मैंने इतना कर दिया, जी नहीं, अब हमें अपनी कसौटी बनाना है, 2047 के विकसित भारत के लक्ष्य से हम कितना दूर हैं? हम कहां तक पहुंचे हैं, वो हिसाब-किताब का वक्त समाप्त हो चुका है। अब जहां हैं वहां से जहां जाना है वहां अभी कितनी दूरी बाकी है, उस दूरी को पाटने का मेरा रोडमैप क्या है, मेरी गति क्या है, और मैं औरों से जल्दी 2047 तक कैसे पहुंच कर के सारे लक्ष्यों को प्राप्त कर लूं, यही हमारा सपना है, यही हमारा मकसद है, यही हमारा लक्ष्य होना चाहिए।
हमें हर सेक्टर में देखना होगा कि जो लक्ष्य हमने तय किए हैं, क्या उनको पाने के लिए हमारी वर्तमान स्पीड काफी है। अगर नहीं है तो, हमें उसे बढ़ाना है। हमें याद रखना है, आज जो टेक्नॉलॉजी हमारे पास है, वो पहले नहीं थी। हमें टेक्नॉलॉजी की ताकत के साथ आगे बढ़ना है। 10 साल में हमने 4 करोड़ गरीबों के लिए पक्के घर बनाए, लेकिन अभी 3 करोड़ नए घर बनाने का लक्ष्य हमारे सामने है। हमने 5-6 सालों में 12 करोड़ से ज्यादा ग्रामीण घरों को नल कनेक्शन से जोड़ा है। अब हमें जल्द से जल्द गांव के हर घर को नल कनेक्शन से जोड़ना है। 10 साल में हमने गरीबों के लिए 11 करोड़ से ज्यादा शौचालय बनाए हैं, अब हमें Waste Management से जुड़े नए लक्ष्यों को जल्द से जल्द प्राप्त करना है, कोई सोच भी नहीं सकता था कि करोड़ों गरीबों को 5 लाख रुपए तक का मुफ्त इलाज मिलेगा। अब हमें देश की जनता में न्यूट्रिशन को लेकर नए संकल्पों को सिद्ध करना है। हमारा एक ही लक्ष्य होना चाहिए, 100 परसेंट coverage, 100 परसेंट impact, इसी अप्रोच ने 10 साल में 25 करोड़ लोगों को गरीबी से बाहर निकाला है। यही अप्रोच, भारत को गरीबी से पूरी तरह मुक्त करेगा।
साथियों,
एक दौर ऐसा था जब bureaucracy का role एक regulator का होता था, जो industrialization और entrepreneurship की speed को control करती थी। इस सोच से भी देश आगे निकल चुका है। आज हम ऐसा environment create कर रहे हैं, जो citizens में enterprise को promote करे और उन्हें हर barrier को cross करने में मदद दे। इसलिए Civil Service को enabler बनना होगा। सिर्फ rule book के keeper के रूप में ही नहीं, बल्कि growth के facilitator के रूप में अपना विस्तार करना होगा। मैं आपको MSME सेक्टर का उदाहरण दूंगा। आप जानते हैं देश ने मिशन मैन्युफैक्चरिंग शुरू किया है। इसकी सफलता का बहुत बड़ा आधार हमारा MSME सेक्टर है। आज दुनिया में हो रहे बदलावों के बीच, हमारे MSMEs, स्टार्टअप्स और युवा उद्यमियों के पास एक अभूतपूर्व ऐतिहासिक अवसर आया है। ऐसे में ये ज़रूरी है कि हम ग्लोबल सप्लाई चेन में अधिक Competitive बनें। हमें ये भी याद रखना है कि MSMEs, का Competition सिर्फ छोटे Entrepreneurs से नहीं है। इनकी प्रतिस्पर्धा पूरी दुनिया से है। अगर एक छोटे से देश में किसी इंडस्ट्री के पास हमसे बेहतर Ease of Compliances है, तो वो हमारे देश के स्टार्टअप का ज्यादा मजबूती से मुकाबला करेगा। इसलिए हमें ये निरंतर देखना होगा कि Global Best Practices में हम कहां Stand कर रहे हैं। भारत की इंडस्ट्री का लक्ष्य अगर ग्लोबली बेस्ट प्रोडक्ट बनाने का है, तो भारत की ब्यूरोक्रेसी का लक्ष्य, दुनिया में सबसे बेस्ट ease of compliances environment देने का होना चाहिए।

आज की tech-driven दुनिया में civil servants को ऐसी skills चाहिए जो ना उन्हें सिर्फ technology समझने में मदद करें, बल्कि उसे smart और inclusive governance के लिए इस्तेमाल भी कर सकें। “In the age of technology, governance is not about managing systems, it is about multiplying possibilities.” हमें Tech Savvy होना पड़ेगा, ताकि हर policy और scheme को technology के ज़रिए ज्यादा efficient और accessible बनाया जा सके। हमें Data-Driven Decision making में एक्सपर्ट बनना होगा, जिससे policy designing और implementation ज्यादा accurate हो सके। आजकल आप देख रहे हैं कि Artificial Intelligence और Quantum Physics कितनी तेजी से विकसित हो रही है। जल्द ही, technology के use में एक नया revolution आएगा। ये उस digital और information age से कहीं आगे होगा, जिनसे आज जिससे परिचित है उससे भी आपको फ्यूचर की technology revolution के लिए खुद को तैयार करना होगा, पूरी सिस्टम को तैयार करने की व्यवस्था भी विकसित करनी पड़ेगी। ताकि हम नागरिकों को best services भी दे पाएं और उनकी aspirations को भी पूरा कर सकें। हमें civil servants की क्षमता को बढ़ाना होगा, ताकि हम एक future-ready civil service तैयार कर सकें। और इसलिए Mission कर्मयोगी और Civil Service Capacity Building प्रोग्राम, और जिसका जिक्र अभी किया, मैं इन दोनों को मेरे लिए वो बहुत अहम मानता हूं।

तेजी से बदलते समय में हमें global challenges पर भी गहरी नज़र रखनी है। आप देख रहे हैं, Food, water और energy सिक्योरिटी अब भी बड़ी चुनौती बनी हुई है। विशेष रूप से Global South के लिए ये बहुत बड़ा संकट है। लंबे समय से चल रहे संघर्षों के कारण, कई देशों में हालात और मुश्किल होते जा रहे हैं। इसका असर लोगों पर पड़ता है, रोजमर्रा के जीवन पर पड़ता है। Domestic और external पहलुओं के बीच बढ़ते interconnection को हमें समझते हुए हमें अपने रीति और नीति को बदलना होगा, हमें आगे बढ़ना होगा। क्लाइमेट चेंज हो, प्राकृतिक आपदाएं हों, महामारी हो, साइबर क्राइम के खतरे हों, सभी में एक्शन के लिए भारत को 10 कदम आगे रहना ही होगा। हमें लोकल लेवल पर स्ट्रैटिजी बनानी होगी, रजीलियन्स डेवलपमेंट करनी होगी।
साथियों,
मैंने लाल किले से पंच प्राण की बात कही है। विकसित भारत का संकल्प, गुलामी की मानसिकता से मुक्ति, अपनी विरासत पर गर्व एकता की शक्ति और कर्तव्यों को ईमानदारी से निभाना। आप सभी इन पंच प्राणों के प्रमुख वाहक हैं। “हर बार जब आप integrity को convenience पर, innovation को inertia पर, या service को status पर प्राथमिकता देते हैं, तब आप राष्ट्र को आगे बढ़ाते हैं।” मुझे आप पर पूरा भरोसा है। वो युवा अधिकारी जो अपनी professional journey में कदम रख रहे हैं, आज उन सभी से मैं एक और बात कहूंगा, समाज में कोई भी ऐसा नहीं होता है, जिसके जीवन में, जिसकी सफलता में सोसायटी का, समाज का कुछ न कुछ योगदान न हो। समाज के योगदान के बिना, किसी के लिए भी एक कदम भी आगे बढ़ना मुश्किल होता है। और इसलिए, हर कोई अपने-अपने सामर्थ्य के हिसाब से समाज को लौटाना चाहता है। आप सभी तो बहुत भाग्यशाली हैं, कि आपके पास समाज को लौटाने का इतना बड़ा अवसर आपके पास है। आपको देश ने, समाज ने बहुत बड़ा मौका दिया है कि आप ज्यादा से ज्यादा समाज को लौटाएं।
साथियों,
ये वक्त, civil servants के Reforms को Re-imagine करने का है। हमें Reforms की Pace बढ़ानी है, scale भी बढ़ानी है। इंफ्रास्ट्रक्चर हो, रीन्यूएबल एनर्जी के लक्ष्य हों, इंटरनल सेक्योरिटी हो, करप्शन ख़त्म करने का हमारा लक्ष्य हो, सोशल वेलफेयर स्कीम्स हों, ओलंपिक से जुड़े, स्पोर्ट्स से जुड़े लक्ष्य हों, हर सेक्टर में हमें नए Reforms करने हैं। हमने अब तक जितना achieve किया है, अब उससे भी कई गुना ज्यादा हासिल करके दिखाना है। और इन सबके बीच हम सबको हमेशा-हमेशा एक बात याद रखनी है, No matter how technology-driven the world becomes, we should never forget the importance of human judgement. संवेदनशील रहिए, गरीब की आवाज सुनिए, गरीब की तकलीफ समझिए, उनका समाधान करना अपनी प्राथमिकता बनाइए, जैसे अतिथि देवो भव: होता है, वैसे ही नागरिक देवो भव: इस मंत्र को लेकर के हमें चलना है। आपको सिर्फ भारत के civil servants के रूप में ही नहीं, विकसित भारत के शिल्पकार के रूप में अपने आपको दायित्व के लिए तैयार करना है।
वो एक वक्त था, आप civil servants बनें, civil servants के रूप में आगे बढ़े और आज भी civil servants के रूप में सेवा कर रहे हैं। लेकिन अब वक्त बदल चुका है साथियों, मैं जिस रूप में आने वाले भारत को देख रहा हूं, जिन सपनों को मैं हिन्दुस्तान के 140 करोड़ देशवासियों की आंखों में देख रहा हूं और इसलिए मैं अब कह रहा हूं कि आप सिर्फ civil servants नहीं हैं, आप नए भारत के शिल्पकार हैं। शिल्पकार का उस दायित्व निभाने के लिए हम स्वयं को सक्षम बनाएं, हम समय को लक्ष्य के लिए समर्पित करें, हर सामान्य व्यक्ति के सपने को खुद के सपने बनाकर के जिएं, आप देखिए विकसित भारत आपकी आंखों के सामने आप देख पाएंगे। मैं आज ये लेक्चर कर रहा हूं, तब मेरी नजर एक छोटी सी गुड़िया पर गई, वहां बैठी है, हो सकता है वो 2047 में शायद यहां कहीं बैठी होगी। ये सपने हमारे होने चाहिए, विकसित भारत का यही हमारा लक्ष्य होना चाहिए। बहुत-बहुत शुभकामनाएं। बहुत-बहुत धन्यवाद!
